Subsequent to the adoption of Leonardo da Vinci II in April 1999, a number of policy initiatives have been launched with a major impact on vocational training policy and consequently on Leonardo da Vinci II : the Lisbon strategy of March 2000, which accords an important role to education and training for the achievement of its goals [4]; the communication of the Commission on 'Making a European Area of Lifelong Learning a Reality' [5], setting a new paradigm for education and training; the report of the Education Council and the European Commission on the common objectives of education and training systems [6], and the subsequent detailed work programme [7]; the Council resolution of November 2002 on enhanced European co-operation in Vocational Education and Training (VET) [8] extended by the subsequent Copenhagen declaration that was adopted by 31 Ministers, the Commission and the social partners at European level; the Action Plan for the promotion of language learning and linguistic diversity [9], adopted by the Commission in July 2003 and based on the experience of the European Year of languages.

I would like to know whether my government colleagues are aware that the Committee on the Rights of the Child has urged Canada to pass laws that would bring it into compliance with the Convention on the Rights of the Child and the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption, and to amend its legislation to ensure that information on the date and place of birth of adopted children and their biological parents is retained.

After adoption of one of the acts referred to in paragraph 5(d) or final adoption of the act concerned, the General Secretariat shall make available to the public any documents relating to this act which were drawn up before one of such acts and which are not covered by any of the exceptions laid down in Article 4(1), (2) and (3), second subparagraph, of Regulation (EC) No 1049/2001, such as information notes, reports, progress reports and reports on the state of discussions in the Council or in one of its preparatory bodies (outcomes of proceedings), excluding Legal Service opinions and contributions.

We have the Civil Code; the Code of Civil Procedure; the Youth Protection Act; the Order respecting the adoption without a certified body of a child domiciled outside Québec by a person domiciled in Québec; the Convention on Protection of Children and Co-operation in respect of Intercountry Adoption; the Act to Implement the Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption and amending various legislation relating to adoption; and the Order respecting the certification of intercountry adoption bodies.

We must also ensure that adoptions involving a change in country of residence are in the best interest of the child and comply with the Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption (the Hague Convention on Intercountry Adoption) and all other applicable provincial/territorial/federal laws.
