Jaffer (Edmonton—Strathcona) — En ce qui concerne les points d’entrée au Canada : a) quelles sont les normes utilisées par tous les agents des douanes du Canada pour déterminer ce qu’est un voyageur ou une cargaison à haut risque, et quelle est la procédure normale à l’égard d’un tel voyageur ou d’une telle cargaison une fois que l’on a déterminé qu’il s’agit d’un cas à haut risque; b) quelle procédure les agents des douanes doivent-ils normalement utiliser pour renvoyer des voyageurs vers les agents d’immigration, et y a-t-il une marche à suivre par les agents d’immigration pour informer les agents des douanes du résultat de ces renvois; s’il est déterminé qu’un voyageur doit être renvoyé à un agent d’immigration et qu’il n’y en a aucun à cet endroit, quelle est la marche à suivre normalement par l’agent des douanes; c) pourquoi Citoyenneté et Immigration Canada (CIC) et l’Agence des douanes et du revenu du Canada (ADRC) ne procèdent-ils pas conjointement à des évaluations de l’efficacité des agents des douanes et des agents d’immigration à la frontière; d) y a-t-il une norme visant le partage de données et de renseignements entre les agents des douanes et les agents d’immigration; e) existe-t-il une procédure normale de renvoi qui indique clairement aux agents des douanes les critères à suivre pour renvoyer un voyageur aux agents d’immigration; f) existe-t-il entre l’ADRC et CIC un accord prévoyant l’exécution conjointe d’évaluations afin de déterminer l’efficacité de leurs opérations communes; g) dans quelle proportion le Système automatisé de surveillance à la ligne d’inspection primaire-Autoroutes lit-il correctement les plaques d’immatriculation des véhicules immobilisés aux postes frontières; h) quelles installations sont en place pour examiner les cargaisons commerciales au pont Ambassador de Windsor et où sont-elles situées par rapport au poste de douanes du pont; (i) quelle est la procédure normale pour s’assurer que les camionneurs à q ...

The Commission maintains regular contact with the Court of Auditors to follow up the Court's activities- representing about 20 % of the activities of the unit for the control of traditional own resources - through reciprocal information about the inspections they are planning and copies of every inspection report sent to the Member States and the replies they send.
La Commission est en relation étroite et régulière avec la Cour des comptes en ce qui concerne le suivi des travaux de la Cour - qui représente 20 % environ de l'activité de l'unité du contrôle des ressources propres traditionnelles - sur base notamment d'une information mutuelle des actions de contrôle programmées et de la communication de tout rapport de contrôle envoyé aux Etats membres ainsi que des réponses de ces derniers.

This leads me to the next basic point: OLAF now provides a meaningful external reporting channel which enables officials to safely report their suspicions to a body that is independent of the Commission, whether they make their initial report to the Office or whether they later resort to that course because they have good reason to believe that use of the other established channels is not proving to be effective.
Cela m'amène au point fondamental suivant : l'Office européen de lutte antifraude constitue désormais un moyen extérieur efficace permettant aux fonctionnaires de signaler en toute sécurité leurs soupçons à une entité indépendante de la Commission, soit en introduisant directement leur communication auprès de l'Office soit en recourant ultérieurement à cet organisme parce qu'ils ont de bonnes raisons de croire que l'utilisation des autres moyens établis se révélera inefficace.
