IN-CONTEXT TRANSLATIONS

The specific objective is to endow Europe with world-class research infrastructures which are accessible to all researchers in Europe and beyond and which fully exploit their potential for scientific advance and innovation.

This joint action should capitalise on the research and innovation projects listed below, foster their implementation in clinical practice, and make use of their results and outcomes: ‘Clinical decision making and outcome in routine care for people with severe mental illness’ (CEDAR) (34), ‘Children of Prisoners, Interventions Mitigations to Strengthen Mental Health’ (COPING) (35), ‘European Network of Bipolar Research Expert Centres’ (ENBREC), ‘Prevalence, 1-year incidence and symptom severity of mental disorders in the elderly: Relationship to impairment, functioning (ICF) and service utilisation’ (MentDis_ICF65+) (36), ‘Financing systems’ effects on the Quality of Mental health care in Europe’ (REFINEMENT), ‘A Roadmap for Mental Health Research in Europe’ (ROAMER), ‘Save Young Lives in Europe: Promote health through prevention of risk-taking and self-destructive behaviours’ (SEYLE) (37), ‘Tailored implementation for chronic diseases’ (TICD) and ‘Work Together to Stop Truancy Among Youth’ (WE-STAY).

The Commission's Communications on “More Research for Europe towards 3% of GDP” , and “Investing in research: an action plan for Europe” which stressed that more researchers are needed by 2010 as well as the subsequent Council Resolution of 22 September 2003 on “Investing in research for European growth and competitiveness” which underlined the fact that enhanced investment in human resources in particular through the development of the training of researchers and the promotion of career opportunities would be key factors in achieving the 3% objective for investment in research;

These could, for example, be chosen from among the following: the development of human resources for public and private research, more especially the degree of mobility at all levels and the conditions under which researchers from other European countries are able to stay; public investment in basic research; action by Member States to encourage private investment in research, in line with the Commission Communication "More research for Europe: Towards 3% of GDP"; [13] local clustering of research and development resources; government policies to promote scientific knowledge among the public and action to involve citizens in the discussion of research issues.

As outlined in the European Research Area initiative, research in Europe's universities and businesses is currently hampered by a number of constraints: projects often do not have enough critical mass to compete on a worldwide scale; research efforts are fragmented; and Europe is still not attracting excellent scientists back to work here.
