H. whereas a Palestinian unity government endorsed by Hamas and Fatah was established in April 2014, accepting the Quartet principles of non-violence, adherence to past agreements and the recognition of Israel, and was supported by the US and the EU; whereas efforts towards Palestinian reconciliation have however failed to make tangible progress; whereas the government has been unable to exercise its authority over the Gaza Strip; whereas the Palestinian leadership has continued to be mired in internal power struggles with, most recently, the President of the Palestinian Authority (PA), Mahmoud Abbas, resigning from the PLO Executive Committee and calling for an emergency meeting of the Palestinian National Council; whereas the PA is facing mounting charges of practices of patronage, authoritarianism and the arrest of critics, corruption and the misuse of public funds;
H. considérant que le gouvernement d'unité palestinien soutenu par le Hamas et le Fatah a été formé en avril 2014 avec le soutien des États-Unis et de l'Union européenne et qu'il souscrit aux principes prescrits par le Quatuor de non-violence, de respect des accords antérieurs et de reconnaissance d'Israël; considérant que les efforts déployés en vue de la réconciliation palestinienne n'ont toutefois pas amené des progrès tangibles; considérant que le gouvernement n’a pas été en mesure d’exercer son autorité sur la bande de Gaza; considérant que les dirigeants palestiniens ont continué de s’enfermer dans des luttes de pouvoir intestines, dont la dernière en date a vu le président de l’Autorité palestinienne (AP), Mahmoud Abbas, démissionner du Comité exécutif de l'OLP et appeler à une réunion d’urgence du Conseil national palestinien; considérant que l’AP doit faire face à des accusations de plus en plus nombreuses de pratiques de favoritisme, d’autoritarisme et d’arrestation de personnalités critiques, de corruption et de détournement de fonds publics;

30. Commends the fact that, even before publication of the roadmap on 30 April 2003, the Palestinian Authority had embarked on some of the institutional reforms called for by the Quartet and by Israel, such as reform of the Palestinian Ministry for Finance, and the creation of the post of prime minister; at the same time regrets that the Prime Minister, Mahmoud Abbas, who had been appointed with the full support of all Palestine's institutions, including the Legislative Council, has resigned; calls on the Palestinian Authority to pursue these reforms and urges it to do everything in its power to enable the Prime Minister to perform his duties; states its intention to invite the Palestinian Prime Minister to appear at a meeting of the Foreign Affairs Committee as soon as possible;
30. félicite l'Autorité nationale palestinienne d'avoir, bien avant la publication de la feuille de route le 30 avril dernier, entamé les réformes institutionnelles exigées par le Quartet et Israël, par exemple la réforme du ministère palestinien des finances et la création du poste de Premier ministre; regrette parallèlement que le Premier ministre Mahmoud Abbas, qui avait été nommé avec le soutien intégral de l'ensemble des institutions palestiniennes, y compris le conseil législatif, ait démissionné; lance un appel à l'Autorité nationale palestinienne pour qu'elle continue sur la voie de ces réformes et la presse de mettre en oeuvre tous les moyens à sa portée pour que le Premier ministre puisse remplir ses fonctions; a l'intention d'inviter le Premier ministre palestinien à s'exprimer devant la commission compétente dès que possible;

25. The EU takes note of the resignation of Palestinian Prime Minister Mahmoud Abbas and wishes to reiterate its support for the PNA efforts to re-launch the peace process, in the framework of the Quartet's road map.
L'UE prend acte de la démission du premier ministre palestinien, M. Mahmoud Abbas et elle tient à renouveler son soutien à l'Autorité nationale palestinienne (ANP) pour les efforts qu'elle déploie en vue de relancer le processus de paix dans le cadre de la feuille de route établie par le Quatuor.

We also condemn the fact that there is a continuous list of deaths every day, but, most of all, I believe we now need to address the Israeli Government – the government presided over by Mr Sharon – which is well aware that the physical and political destruction of the Palestinian Authority and its headquarters will not help either to end the attacks or to put an end to a desire that is unanimous at international level, the creation of the Palestinian State, even more so at a time when things are happening in Palestine which are important for democrats: the threat of a vote of no confidence, the resignation of the government and the announcement of forthcoming general elections.
De même, nous condamnons le fait qu’il y ait sans cesse plus de victimes chaque jour et je crois que nous devons nous adresser au gouvernement israélien - dirigé par M. Sharon - qui sait pertinemment bien que la destruction physique et politique de l’Autorité palestinienne et de son quartier général ne servira pas à mettre un terme aux attentats ni à remettre en question une décision qui fait déjà l’unanimité à l’échelon international, à savoir la création de l’État palestinien, surtout à un moment où la Palestine vit des développements jugés importants par les démocrates : la menace d’une motion de censure, la démission du gouvernement et l’annonce d’élections législatives.

– (IT) Both as representative of the Pensioners’ Party and on my own behalf, I have been wondering why it is that we can combat terrorism after the massacre in New York by pursuing Afghan terrorists but we cannot do the same thing in the Middle East, in Israel, where the Palestinian suicide bombs have done just as much damage much more often? As representative of the Pensioners’ Party and on my own behalf, I wondered why it is that, if Yasser Arafat does not have the authority to stop the terrorists, he does not resign as President of the Palestinian Authority. Lastly, why do we not speed up Israel’s application to join the European Union? I therefore voted against the resolution.
- (IT) En tant que représentant du parti des retraités et porte-parole de mes idées personnelles, je me suis demandé : "Mais pourquoi peut-on lutter après la tragédie survenue à New York contre le terrorisme, contre les terroristes afghans, et pas au Proche-Orient, en Israël, là où les bombes humaines palestiniennes commettent cent fois plus d'attentats ?" En tant que représentant du parti des retraités et de moi-même, je me suis demandé : "Pourquoi Arafat, s'il n'a pas le pouvoir de bloquer les terroristes, ne démissionne-t-il pas de la présidence de l'Autorité palestinienne ?" Et enfin : "Pourquoi n'accélérons-nous pas la candidature d'Israël à l'Union européenne ?" C'est pourquoi j'ai voté contre cette résolution.
