The Union's humanitarian aid is delivered in situations where other instruments related to development cooperation, crisis management and civil protection may operate. The EU Aid Volunteers initiative should work in a coherent and complementary manner and avoid overlaps with relevant Union policies and instruments, in particular with the Union's humanitarian aid policy, development cooperation policy and the Union Civil Protection Mechanism established by Decision No 1313/2013/EU of the European Parliament and of the Council , the Emergency Response Coordination Centre established by that Decision and with the European External Action Service (EEAS) and the EU Delegations in order to coordinate the Union's response to humanitarian crises in third countries.

The EU Aid Volunteers initiative should support needs-based actions aimed at strengthening the hosting organisations' capacity for humanitarian aid in third countries in order to enhance local preparedness and response to humanitarian crises and to ensure the effective and sustainable impact of the EU Aid Volunteers' work on the ground through disaster risk management, preparedness and response, coaching, training in volunteer management, and other relevant areas.

(4) The Union's humanitarian aid is delivered in situations where other instruments related to development cooperation, crisis management and civil protection operate. The EU Aid Volunteers should work in a coherent and complementarity manner with relevant policies and instruments in order to make the most effective use of these instruments and avoid overlaps, while systematically promoting humanitarian principles and long-term development goals .Synergies of the actions of the EU Aid Volunteers should be sought in particular with the Union Civil Protection Mechanism, the Emergency Response Centre established by Decision XX/XXXX, with the EEAS, the EU Delegations, regional and local actors and international organisations in order to coordinate the Union's response to humanitarian crises in third countries.
(4) L'aide humanitaire de l'Union est fournie dans des situations où d'autres instruments liés à la coopération au développement, à la gestion de crises et à la protection civile entrent en jeu. Les volontaires de l'aide de l'UE devraient travailler de manière cohérente et complémentaire avec les politiques et les instruments pertinents afin d'utiliser le plus efficacement possible ces instruments et d'éviter les doublons tout en défendant systématiquement les principes humanitaires et les objectifs de développement à long terme. Il convient de rechercher des synergies entre les actions des volontaires de l'aide de l'UE et celles, en particulier, du mécanisme de protection civile de l'Union, du Centre de réaction d'urgence institué par la décision XX/XXXX, ainsi que du Service européen pour l'action extérieure (SEAE), des délégations de l'UE, des acteurs régionaux et locaux et des organisations internationales afin de coordonner la réponse de l'Union aux crises humanitaires dans des pays tiers.

On the basis of a prior assessment of needs in third countries by sending and hosting organisations or other relevant actors, the Commission shall support actions aimed at strengthening the hosting organisations' capacity for humanitarian aid in order to enhance local preparedness and response to humanitarian crises and to ensure effective and sustainable impact of the EU Aid Volunteers' work on the ground, including:
Sur la base d'une évaluation préalable des besoins des pays tiers par les organisations d'envoi et d'accueil ou par d'autres acteurs concernés, la Commission soutient les actions qui visent à renforcer les capacités des organisations d'accueil dans le domaine de l'aide humanitaire afin d'améliorer la préparation et la réaction locales aux crises humanitaires et de garantir un impact effectif et durable du travail des volontaires de l'aide de l'Union européenne sur le terrain, y compris:

calls for greater integration between civil protection and humanitarian working methodologies within DG ECHO, while preserving their specific features by maintaining a clear distinction and demarcation of roles between them, in order to maximize synergies and complementarities and to enhance efficiency; calls also for military and civilian personnel and humanitarian workers involved in disaster response or humanitarian operations to act in accordance with the principles of neutrality, independence and impartiality;
demande une plus grande intégration des méthodes de travail en matière de protection civile et en matière humanitaire au sein de la DG ECHO, tout en préservant leurs spécificités grâce au maintien d'une démarcation claire entre leurs rôles respectifs, afin d'exploiter au mieux les synergies et les complémentarités pour une plus grande efficacité; demande également que le personnel militaire, civil et les acteurs humanitaires qui interviennent en cas de catastrophe ou dans des opérations humanitaires agissent conformément aux principes de neutralité, d'indépendance et d'impartialité;

10. Recalls that the use in third countries of civil protection resources and military assets in response to humanitarian situations must be in line with existing international guidelines such as the Oslo and MCDA Guidelines, in particular to safeguard compliance with the humanitarian principles of neutrality, humanity, impartiality and independence; underlines that, where deployed in a humanitarian crisis, the use of civil protection resources should be needs-driven and complementary to and coherent with humanitarian aid;
10. rappelle que l'utilisation dans des pays tiers de moyens et capacités militaires et de protection civile en réaction à des situations humanitaires doit être conforme aux directives internationales existantes telles que les directives d'Oslo et MCDA, en particulier par souci de respect des principes humanitaires de neutralité, d'humanité, d'impartialité et d'indépendance; souligne que l'utilisation des ressources de protection civile déployées dans une situation de crise humanitaire devrait être axée sur les besoins, complémentaire de l'aide humanitaire et cohérente avec celle-ci;

Another major focus of attention for improving the global response to humanitarian crises is the attempt to ensure better coherence and coordination of the various actors, and a clear prioritisation and identification of response gaps through the application of the ‘cluster approach’ and the strengthening of the Humanitarian Coordinator system.
