Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

I firmly believe that opinions have changed and that, with the multiannual Stockholm Programme, we really have an obligation to produce results in this area. Moreover, I have to say that, since I have had these responsibilities, I have done everything possible to make progress with this issue of procedural guarantees, and, although we have chosen a step-by-step formula, I believe that we are now well on our way.

Construction work has been commenced without any approved regional development or environmental impact surveys having first been carried out and will have a disastrous environmental impact on two major archaeological sites situated nearby (Neolithic settlement and Egyptian shrines). Thousands of tons of concrete will be used, further damaging the environment, and the sea will be polluted by waste from hundreds of vessels resulting in a deep-sea ecological disaster since over 26 hectares of posidonia seagrass will disappear, while the quality of life of local inhabitants will suffer from the resulting socio-economic disruption.
La construction de cet îlot, dont les travaux ont débuté sans avoir été précédés d'un plan agréé d'aménagement du territoire et d'une étude d'impact environnemental – sera désastreuse pour l'environnement immédiat de deux sites archéologiques voisins et d'importance majeure (habitat néolithique et sanctuaire de divinités égyptiennes), tandis que les milliers de tonnes de béton utilisés provoqueront une dégradation de l'environnement, que la mer sera polluée par les déchets de centaines de navires, et que l'environnement sous-marin sera victime d'une catastrophe écologique dans la mesure où la réalisation de ce projet provoquera la disparition de vingt-six hectares de lagunes marines à Posidonia et portera atteinte à la qualité de vie des habitants de la région, dont la situation socio-économique se trouvera ainsi bouleversée.

On this point, we shall have to be scrupulous and careful to ensure that a certain number of the political balances that we obtained in the negotiating programme are not destroyed by some underhand means as a result of timetables with variable speeds, which would have the result of dealing with some subjects before others.

N’aurait-on pas, au contraire, gagné du temps en commençant par le commencement, en étant un peu plus modestes et un peu plus à l’écoute des opinions des citoyens et des peuples qui ne sont pas spécialement convaincus par le bilan de cette OMC, par les résultats de ses œuvres au regard de l’aggravation des inégalités de développement entre le Nord et le Sud ?
