Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). L'objet de la CEDH est réaffirmé avec force dans l'affaire Artico contre Italie [25]. dans laquelle la Cour a rappelé que "le but de la Convention consiste à protéger des droits non pas théoriques ou illusoires , mais concrets et effectifs".

However, in order to allow the legal systems of Member States which do not, at the time of the adoption of this Directive, apply a resale right for the benefit of artists to incorporate this right into their respective legal systems and, moreover, to enable the economic operators in those Member States to adapt gradually to the aforementioned right whilst maintaining their economic viability, the Member States concerned should be allowed a limited transitional period during which they may choose not to apply the resale right for the benefit of those entitled under the artist after his death.
Toutefois, afin de permettre aux systèmes juridiques des États membres qui, à la date d'adoption de la présente directive, n'appliquent pas le droit de suite au profit des artistes d'incorporer ce droit dans leurs systèmes juridiques respectifs et, en outre, de permettre aux opérateurs économiques dans ces États membres de s'adapter progressivement à ce droit, tout en maintenant leur rentabilité économique, il convient d'accorder aux États membres concernés une période transitoire limitée pendant laquelle ils pourront choisir de ne pas appliquer le droit de suite au profit des ayants droit de l'artiste après sa mort.

2. In the case of varieties for which a national plant variety right was granted prior to the grant of the Community plant variety right, but to which Article 116 (4) 4th indent of the said Regulation does not apply, the extension referred to in paragraph 1 shall be reduced by the longest period in full years during which any national property right or rights granted have been effective in a Member State in respect of the same variety prior to the grant of the Community plant variety right.
2. Dans le cas des variétés pour lesquelles une protection nationale des obtentions végétales a été accordée avant l'octroi de la protection communautaire, mais auxquelles l'article 116 paragraphe 4 quatrième tiret dudit règlement ne s'applique pas, la prorogation visée au paragraphe 1 est diminuée de la plus longue période, exprimée en années, pendant laquelle le ou les titres de protection nationale ont porté effet dans un État membre à l'égard de la même variété, avant l'octroi de la protection communautaire de l'obtention végétale.
