This contribution is equivalent to a reduction of emissions in 2020 in the Community scheme of 21 % below reported 2005 levels, including the effect of the increased scope from the period from 2005 to 2007 to the period from 2008 to 2012 and the 2005 emission figures for the trading sector used for the assessment of the Bulgarian and Romanian national allocation plans for the period from 2008 to 2012, leading to an issue of a maximum of 1 720 million allowances in 2020.
Cette contribution correspond à une réduction des émissions en 2020, au sein du système communautaire, de 21 % par rapport aux niveaux enregistrés en 2005, compte tenu de l’effet de l’élargissement du champ d’application entre la période 2005-2007 et la période 2008-2012 et des données d’émissions de 2005 pour le secteur concerné par l’échange d’émissions utilisées pour l’évaluation des plans nationaux d’allocation de quotas de la Bulgarie et de la Roumanie pour la période 2008-2012; la quantité totale maximale de quotas à délivrer pour 2020 serait donc de 1 720 millions.

In the same way, I helped to set up the Romanian Audit Authority at the Court of Accounts, which is the body responsible for the external auditing of Community funding allocated to Romania, and the national contact institution for OLAF (now the Fight Against Fraud Department – DLAF).

Notes with concern the Commission's interim report on the progress made by Romania under the Cooperation and Verification Mechanism; is pleased, however, to note the positive upward trend in the record of the National Integrity Agency (ANI) in pursuing cases of unjust enrichment and identifying conflicts of interest; notes that the ANI's funding was increased with Union money; is, however, concerned that there is no uniform follow-up to ANI cases and that the follow-up is often delayed; welcomes the fact that the National Anticorruption Directorate (DNA) continued to act as an effective prosecution service in high-level corruption cases; notes the increase in 2011 in the number of indictments, court decisions and convictions and the acceleration of cases in the High Court of Cassation and Justice, which is reflected in the 85 % increase in final court decisions in DNA cases compared to 2011 ; is concerned at the results of an analysis of court judgments in cases of high-level corruption, which shows that 60 % of sentences are suspended and the sentences are often the minimum provided by law; is surprised at the unsatisfactory practice in relation to the prompt publication of substantiated judgments, which encourages the risk of statute-barring in some cases of high-level corruption as a result of protracted substantiation caused by the long-delayed possibility of redress; calls on the Commission to disclose how much funding has been allocated to supporting Romania's efforts to achieve judicial reform; expects to see further improvements within the coming year; calls on the Commission to increase pressure on the Romanian government to implement the Commission's recommendations; expects the Commission to call on the Romanian government, without fail, to ensure that the Romanian government's efforts to develop a consistent jurisprudence in public procurement trials are increased; calls on the Commission steadfastly and determinedly to insist vis-à-vis t ...

While the Romanian Ministry of Communications and Information Society carries out regulatory tasks like the allocation and assignment of radio frequencies (e.g. adopting the national frequency plan and preparing government decisions relating to radio spectrum management), it also exercises ownership and control activities in two companies providing telecoms networks and/or services (Romtelecom S.A. and S.N.R. S.A. – 'Radiocom').

Of total financing 83% (EUR803 million) was allocated to the communications sector, including rehabilitation and completion of motorways in Romania on Pan-European Transport Corridor IV, modernisation of the railway networks in the Slovak Republic, Bulgaria and Lithuania, acquisition of aircraft by the Romanian national airline and extension of the GSM network in Lithuania.
