Takes note of the second report of the secretaries-general of the institutions on trends in heading 5 and on potential savings from interinstitutional cooperation, which concludes, inter alia, that institutions will, given current parameters, be able to finance enlargement expenditure below the ceilings for heading 5 ("Administrative expenditure") of the financial perspective and heading 8 ("Enlargement") of the annexed financial framework EU-21 over the period 2004-2006; endorses, in principle, the Council's decision to reflect the potential savings from interinstitutional cooperation in the draft budget for 2003; points out, however, that a more in-depth examination of the scope for interinstitutional cooperation needs to take place; considers that the reports on likely movement in heading 5 are a useful tool for the budgetary authority that provide a multiannual setting for the annual budgetary decisions; requests the secretaries-general of all institutions, therefore, to submit such a report by May of each year;

Emphasises once again its guidelines on administrative expenditure (heading 5); expects he budgetary and institutional problems posed by incorporating new activities under heading 5 and transferring new activities from heading 5 to different headings and the as yet unconcluded discussion of the scope for interinstitutional cooperation and the financing of expenditure relating to enlargement under heading 5 to be tackled as a whole in the context of conciliation;

Urges the Secretaries-General of all institutions to continue examining the full scope for interinstitutional cooperation in the area of staff policy too; invites the Committee of the Regions and the Economic and Social Committee to enter into talks and explore with Parliament ways of further improving interinstitutional cooperation and coordinating their work schedules with a view to optimising the use of resources, including interpretation services and canteens;

To ensure homogeneous protection, Parliament, the Council and the Commission invited the other institutions and bodies to join the interinstitutional agreement and adopt the common system in accordance with the model Decision annexed to it.[15] Article 2(1) of the Commission Decision establishing the Office defines the material scope of internal investigations in a way corresponding to the interinstitutional agreement.

The interinstitutional agreement of 25 May 1999 abolished the link with the protection of financial interests and thus extended the scope of internal investigations to all activities to protect Community interests against serious illegal conduct (see point 1.2.3, disciplinary bodies).
