I want to start by saying that the timing of the idea from my colleague, Traian Ungureanu, to draft an own-initiative report is extremely apt when the European Union is strengthening its regional policy by devising strategies for coastal regions such as the Baltic Sea, the High North and, in this instance, the Black Sea.
Tout d’abord, je voudrais féliciter mon collègue Traian Ungureanu d’avoir décidé de présenter ce rapport d’initiative à un moment on ne peut plus opportun, alors que l’Union européenne est en train de renforcer sa politique régionale en formulant des stratégies pour des régions côtières telles que la mer Baltique, le Grand Nord ou, dans le cas qui nous occupe, la mer Noire.
