Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

In assessing the progress that UNMIK has made so far, we must bear in mind the extremely difficult circumstances in which this organisation is operating. By this I mean the large number of refugees and displaced persons who have had to be rehoused, the fact that most of the infrastructure has been destroyed, the strength of feeling that still exists in every section of Kosovo’s population, the fact that the economy has collapsed and the total lack of internal tax income. There is also the fact that administrative structures at local and district level have imploded, as have the judicial and police systems.
Dans l'évaluation des progrès réalisés jusqu'à présent par la MINUK, il faut tenir compte de la situation extrêmement de son cadre d'action, c'est-à-dire le nombre élevé de réfugiés et de personnes déplacées qui ont dû être réinstallés, la destruction de la majeure partie des infrastructures, la radicalisation toujours active dans tous les secteurs de la population du Kosovo, l'effondrement de l'économie, l'absence totale de recettes intérieures et encore l'implosion des structures administratives au niveau local et de district, ainsi que du système judiciaire et policier, résultats de la guerre et d'une décennie de négligence après l'abolition de l'autonomie du Kosovo par Belgrade.

There are some sections of the project which require investigation of their future financing requirements. These include: o the link between the two main stations in Dublin; o the Belfast - Larne section; o requirements for rolling stock; o access to ports in Dublin and Belfast; o rail freight requirements in Northern Ireland; o requirements for station upgrading and the possible role of private sector financing; - feasibility studies will be undertaken of the "peace effect" in Northern Ireland on future traffic on the whole corridor and in particular on the Dublin - Belfast section; - further studies might also be required for parts of the corridor in Northern Ireland and the possibility of adding of the Dublin - Rosslare section to the corridor; - the Cohesion Fund, the ERDF, DG VII, the EIB and the private banks represented at the seminar have undertaken to examine further financing possibilities for the missing sections or additional work to be undertaken on the corridor; - the industry and business groups represented at the seminar emphasised the importance of road transport on the Cork - Dublin - Belfast corridor.
