TRADUCTIONS EN CONTEXTE

The Council of the European Union, in its Resolution of 11-12 December 2006 on a Strategy for a Secure Information Society in Europe, reiterated the importance of these tasks by calling upon “ENISA to continue working in close cooperation with the Member States, the Commission and other relevant stakeholders, in order to fulfil those tasks and objectives that are defined in the Regulation of the Agency and to assist the Commission and the Member States in their effort to meet the requirements of network and information security, thus contributing to the implementation and further development of the new Strategy for a Secure Information Society in Europe as set out in this Resolution”. [11]Since its establishment, ENISA has carried out activities and produced deliverables as defined in the Work programmes for 2005 and 2006.[12]

More recently, the Communication “A strategy for a Secure Information Society – Dialogue, partnership and empowerment”[2] reviewed the current state of threats to the Information Society and presented an updated policy strategy, highlighting the positive impact of technological diversity on security and the importance of openness and interoperability.

In response to the changing challenges, the Union has updated its priorities for network and information security policy in a number of documents, including the 2006 Commission Communication A strategy for a Secure Information Society — Dialogue, partnership and empowerment, the Council Resolution of 2007 on a Strategy for a Secure Information Society in Europe, the 2009 Communication Critical Information Infrastructure Protection – ‘Protecting Europe from large scale cyber-attacks and disruptions: enhancing preparedness, security and resilience’, the 2009 Presidency Conclusions of the Ministerial Conference on Critical Information Infrastructure Protection (CIIP) in Tallinn, the Council Resolution of 2009 on a collaborative European approach to Network and Information Security, the 2011 Presidency Statement following the Ministerial Conference on CIIP in Balatonfüred and the 2011 Council conclusions on Critical Information Infrastructure Protection "Achievements and next steps: towards global cyber-security".

1. This Regulation establishes a European Union Agency for Network and Information Security (ENISA, hereinafter "the Agency") to undertake the tasks assigned to it for the purpose of contributing to a high level of network and information security within the Union and in order to raise awareness and develop and promote a culture of network and information security in society for the benefit of citizens, consumers, enterprises and public sector organisations in the Union, thus contributing to the establishment and smooth functioning of the internal market.

In its communication: i2010 - A European Information Society for growth and employment, the Commission stated: 'During 2006 the Commission will propose a Strategy for a Secure Information Society to combine and update the instruments available, including raising awareness of the need for self-protection, vigilance and monitoring of threats, rapid and effective response to attacks and system failures'.
