When we realized—we the democratic forces in the country, the Republicans who wanted to see Algeria transformed into a modern country and who had fought for years to be able to go to school, to study and not to wear the veil—that they wanted us to wear the tchador and deny us access, as they did in Afghanistan and Iran, we the progressive women of Algeria, with the men by our side—because it is the women who were behind this movement and who formed the delegation—went to see the then authorities and told them: " We don't want a second round of voting because that would mean that we had made a commitment to modernity in our own lives over the years had been for naught and that you were now going to throw us to the lions and give in to this barbarism" .
Lorsque nous avons vu, nous les forces démocrates du pays, les républicains, qui voulions voir l'Algérie transformée en un pays moderne et modernisé et qui avions lutté pendant des années pour pouvoir aller à l'école et faire des études pour ne pas porter le voile, qu'ils voulaient nous faire porter le tchador et nous interdire tout accès, comme ils l'ont fait en Afghanistan et en Iran, nous sommes allés, nous les femmes et les hommes progressistes à nos côtés—parce que c'est nous, les femmes, qui avons été à l'origine et qui avons formé des délégations—voir les autorités de l'époque pour leur dire: «Nous ne voulons pas d'un deuxième tour électoral parce que cela voudrait dire que nous nous sommes engagées dans la modernité par notre vie depuis des années et que vous allez nous donner en pâture à cette barbarie».

On the positive side, in addition to the democratic transformation in Tunisia and Egypt this spring, we see constitutional reform in Morocco; renewed commitment for political reforms in Jordan; and a lifting of the state of emergency and planned constitutional reforms in Algeria.
Du côté positif, outre les changements démocratiques qui se sont produits en Tunisie et en Égypte ce printemps, nous constatons la mise en place de réformes constitutionnelles au Maroc, une volonté renouvelée de mener des réformes politiques en Jordanie, ainsi que la levée de l'état d'urgence et un projet de réforme constitutionnelle en Algérie.

The European Union needs Algeria to work together to establish an area of peace, security and prosperity in the Mediterranean, just as Algeria needs Europe to carry through vital political and economic reforms, transform and diversify its activities, create jobs, improve living conditions and restore social peace.

Algeria is undergoing a period of transition aimed at transforming economic and political structures that were the product of a centralised economy under a one-party system, into a multi-party political structure governed by an open market economy.

9. The Council, therefore, submits the following elements for actions which could be endorsed by the European Council in Essen: - to reiterate the European Union's willingness to support the Mediterranean countries in their efforts to progressively transform their region into a zone of peace, stability, prosperity and cooperation by establishing a Euro-Mediterranean partnership and to strengthen progressively trade relations between the parties on the basis inter alia of the results of the Uruguay Round; - to conclude, by the end of this year, the negotiations with Morocco, Tunisia and Israel as requested by the European Council at Corfu; - to open similar negotiations in the near future with Egypt and other eligible Mediterranean countries wishing to do so; - to continue economic support to Algeria, as envisaged by the European Council at Corfu, while calling for dialogue among all those who reject violence; - to invite the Commission and the Council to implement the principles referred to in paragraph 6; - to conclude the negotiations with Turkey on the completion and full implementation of the Customs Union and to reinforce the relations with this partner; - to reconfirm that the next phase of enlargement of the Union will involve Cyprus and Malta and to invite the Council to examine in early 1995 new reports to be presented by the Commission as well as a report by the European observer for Cyprus. 10. The Council recommends that the European Council agree that the European Union should convoke in the second half of 1995 a Euro- Mediterranean Ministerial Conference.

Le Conseil présente donc les éléments suivants en vue d'engager des actions que le Conseil européen d'Essen pourrait approuver : - rappeler que l'Union européenne est disposée à appuyer les pays méditerranéens dans les efforts qu'ils déploient pour transformer progressivement leur région en une zone de paix, de stabilité, de prospérité et de coopération par l'instauration d'un partenariat euro-méditerranéen et à renforcer progressivement les relations commerciales entre les parties, entre autres, sur la base des résultats du cycle d'Uruguay ; - achever d'ici à la fin de cette année les négociations avec le Maroc, la Tunisie et Israël comme l'a demandé le Conseil européen de Corfou ; - engager prochainement des négociations analogues avec l'Egypte et d'autres pays méditerranéens éligibles qui le souhaitent ; - continuer à appuyer l'Algérie sur le plan économique, comme l'a envisagé le Conseil européen de Corfou, tout en demandant qu'un dialogue s'instaure entre toutes les parties qui rejettent la violence ; - inviter la Commission et le Conseil à traduire dans les faits les principes énoncés au point 6) ; - clôturer les négociations avec la Turquie sur l'achèvement et la mise en oeuvre intégrale de l'union douanière et renforcer les relations avec ce partenaire ; - confirmer à nouveau que la prochaine phase de l'élargissement de l'Union concernera Chypre et Malte et inviter le Conseil à examiner au début de 1995 de nouveaux rapports à présenter par la Commission ainsi qu'un rapport de l'observateur européen pour Chypre. 10.
