D. whereas the US Administration has not yet reconsidered its negative decision in spite of strong international condemnation and the political and diplomatic initiatives taken by the EU in order to resolve differences, nor yet produced any suggestions of its own to reverse the process of global warming, and whereas it welcomes the decision of the Senate Committee on Foreign Relations which passed a unanimous amendment calling on the US to re-engage at COP-7,
D. considérant que l'administration américaine n'a ni reconsidéré sa décision négative, qui a pourtant été largement condamnée à l'échelle internationale, et ce malgré les initiatives politiques et diplomatiques prises par l'Union européenne en vue de régler les différends, ni proposé, à ce jour, de nouveaux moyens d'inverser le processus de réchauffement planétaire, et se félicitant de la décision de la commission des affaires étrangères du Sénat qui a adopté à l'unanimité un amendement demandant aux États-Unis de reprendre sa participation dans le cadre de la COP 7,
