At the level below ministerial meetings, senior foreign affairs officials have met on five separate occasions to consider political issues.

A. whereas the EU High Representative for Foreign Affairs and Security Policy / Vice- President of the Commission (the ‘High Representative’) made her first official visit abroad in this capacity to Israel and Palestine in November 2014, and was also the first senior EU official to visit after the formation of the new Israeli government in May 2015; whereas the High Representative has on several occasions expressed her commitment to renewing and intensifying the Union’s role in the peace process;

The senior Commission Vice-President is the High Representative for Foreign Affairs and Security Policy.

With a view to ensuring that all members of the EEAS staff are treated equally, regardless of whether they come from the European Union's administration or the national diplomatic services of the Member States, in particular as regards eligibility to assume all positions and responsibilities within the EEAS under equivalent conditions, the High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the Commission, as appointing authority, shall draw up a table of equivalence between EU administrative grades, in particular at AD level, and the diplomatic seniority titles in order to ensure that, at the time of their recruitment, staff originating from Member States are graded in a way which is commensurate with average seniority for that specific grade.

On instructions from its President, the Foreign Affairs Council may also be represented before European Parliament committees by senior officials of the European External Action Service or, where appropriate, of the General Secretariat.

9. Believes that the decision establishing the organisation and operation of the EEAS should also stipulate that Union embassies in third countries must whenever necessary, according to the resources at their disposal, provide logistical and administrative support to the members of all Union institutions; while the European Union delegations will be an integral part of the EEAS, and while they should take their instructions from and be subject to the supervision of the VP/HR and should administratively belong to the Commission, requests the next VP/HR to commit him/herself to informing Parliament's Committee on Foreign Affairs about his/her appointments to senior posts in the EEAS and to agreeing to the committee conducting hearings with the nominees, if the committee so decides; also requests that the next VP/HR commit him/herself to renegotiating the current interinstitutional agreement with the European Parliament, in particular on access to sensitive information and other issues relevant for smooth interinstitutional cooperation;
9. juge également opportun de préciser dans la décision fixant les modalités d'organisation et de fonctionnement du Service européen pour l'action extérieure qu'il incombe aux ambassades de l'Union dans les pays tiers d'apporter, le cas échéant, en fonction des ressources dont elles disposent, leur soutien logistique et administratif aux membres de toutes les institutions de l'Union; sachant que les délégations de l'Union européenne constitueront une partie intégrante du SEAE et qu'elles seront soumises aux instructions et au contrôle du vice-président/haut représentant tout en dépendant du point de vue administratif de la Commission, demande au prochain vice-président/haut représentant de s'engager à informer la commission des affaires étrangères du Parlement au sujet des nominations aux postes à responsabilité du SEAE et d'accepter que la commission auditionne les candidats chaque fois si elle le juge utile; demande également que le prochain vice-président/haut représentant s'engage à renégocier avec le Parlement européen l'actuel accord interinstitutionnel, en ce qui concerne, en particulier, l'accès aux informations sensibles et les autres questions relatives au bon fonctionnement de la coopération interinstitutionnelle;

10. 11. Welcomes the decision of the Ministerial Conference of 3 November 2008, which duly took note of the recommendation adopted by the EMPA in Jordan on 13 October 2008; supports the decision to bring a strong parliamentary dimension to the Union for the Mediterranean, thereby reinforcing its democratic legitimacy, by building on the EMPA, which should be further consolidated and its work better articulated with that of the other institutions of the Partnership, with the possibility being envisaged of granting it legal personality and entitling it to propose and assess economic and regional integration strategies and projects and allowing it to make recommendations to the meetings of foreign affairs ministers; expects this recognition of the EMPA as an institution also to be reflected by its participating as an observer at all meetings of the executive, at meetings of the Heads of State and Government, at ministerial meetings and at all the preparatory meetings of senior officials;
11. se félicite de la décision de la conférence ministérielle du 3 novembre 2008, qui a dûment pris note de la recommandation de l'APEM adoptée en Jordanie le 13 octobre 2008; appuie la décision de donner une dimension parlementaire forte à l' Union pour la Méditerranée, renforçant ainsi sa légitimité démocratique, en s’appuyant sur l'APEM, qui devrait être encore renforcée et dont les travaux devraient être mieux coordonnés avec ceux des autres institutions du partenariat, en envisageant la possibilité de lui attribuer la personnalité juridique, le droit de proposition et d’évaluation des stratégies d’intégration économique et territoriale et des projets et la possibilité de soumettre des recommandations à la réunion des ministres des affaires étrangères; attend que cette reconnaissance institutionnelle de l'APEM se traduise également par sa participation en tant qu´observateur à toutes les réunions de l´exécutif, aux réunions des chefs d´État et de gouvernement, aux réunions des ministres ainsi qu'aux réunions préparatoires des hauts fonctionnaires;
