(3) It is prohibited for any person in Canada and any Canadian outside Canada to provide or acquire marketing services or any financial or other services to, from or for the benefit of, or on the direction or order of, Iran or any person in Iran in respect of the import, purchase, acquisition or shipment of natural gas, crude oil, or any petroleum or petrochemical products, from Iran.

9.2 (1) No person in Canada and no Canadian outside Canada shall knowingly provide a vessel that is registered in Iran or that is contracted to Iran or any person in Iran with goods, materials or services for the vessel’s operation or maintenance, including in respect of insurance, stevedoring, bunkering and lighterage, if there are reasonable grounds to believe that the vessel is carrying products the sale, supply or transfer of which is prohibited by section 3.

The revised restrictive measures concerning dual-use goods should cover all goods and technology set out in Annex I to Council Regulation (EC) No 428/2009 of 5 May 2009 setting up a Community regime for the control of exports, transfer, brokering and transit of dual-use items (4), with the exception of certain items in Part 2 of category 5 thereof in view of their use in public communication services in Iran.

Ltd, Hafize Darya Shipping Lines (HDSL), Irano – Misr Shipping Co., Irinvestship Ltd, IRISL (Malta) Ltd, IRISL Club, IRISL Europe GmbH, IRISL Marine Services and Engineering Co., ISI Maritime Ltd, Khazar Shipping Lines, Leadmarine, Marble Shipping Ltd, Safiran Payam Darya Shipping Lines (SAPID), Shipping Computer Services Co., Soroush Saramin Asatir Ship Management, South Way Shipping Agency Co. Ltd and Valfajr 8th Shipping Line Co. on the list of persons and entities subject to restrictive measures in Annex II to Decision 2010/413/CFSP.

The sanctions include a ban on the export to Iran of proliferation-sensitive products which could contribute to Iran's nuclear activities, a prohibition on the provision to any person in Iran of technical assistance, financial services, brokerage or other services related to the products subject to the export ban, a prohibition on making available to any person in Iran any property, financial assistance or investment, related to the products subject to the export ban, an embargo on the import from Iran of arms and related material or proliferation-sensitive products, and an assets freeze against designated persons engaged in Iran's nuclear activities.
