Climate change has long been recognised as one such long-term shaping factor where coherent EU action is needed, both inside the EU and internationally.

Points out however that there is a need for the Commission to exercise sufficient leadership to maximise its international impact and to consolidate the tools for shaping conditions for the Union's climate/green diplomacy in future years, in particular to deliver the climate-related benchmarks within the DCI as adopted in December 2013, stating that it “should contribute to the overall objective of addressing at least 20 % of the Union budget to low carbon and climate resilient society, and that GPGC should use at least 25 % of its funds to cover climate change and environment (Recital 20 of the DCI)"; points out that Annex IV of the DCI also specifies that under the Global Public Goods and Challenges (GPGC) programme, 27 % of the funds are allocated to Environment and Climate Change and at least 50 % of the GPGC programme will serve for climate related action and environment-related objectives;
50. souligne toutefois qu'il est nécessaire que la Commission joue un rôle moteur suffisant pour maximaliser son impact international et consolider les outils destinés à encadrer à l'avenir les conditions de la diplomatie de l'Union en matière de changement climatique et d'environnement; rappelle en particulier qu'il convient de respecter les orientations liées au changement climatique dans le cadre de l'ICD adopté en décembre 2013, qui prévoient que ce dernier devrait contribuer à l'objectif de consacrer 20 % au moins du budget de l'Union au développement d'une société à faibles émissions de CO2 et résiliente au changement climatique, et que 25 % au moins des fonds alloués au programme concernant les biens publics mondiaux et les défis qui les accompagnent devraient être affectés aux aspects relatifs au changement climatique et à l'environnement (considérant 20); signale que l'annexe IV de l'ICD prévoit également que, dans le cadre du programme concernant les biens publics mondiaux et les défis qui les accompagnent, 27 % des fonds sont attribués à la protection de l'environnement et à la lutte contre le changement climatique et qu'au moins 50 % des fonds du programme seront consacrés à la réalisation d'objectifs liés à ces deux aspects;

Secondly, the intensive dialogue held over recent months has created important momentum, so that at the Montreal conference the debate will start at international level on the shape of the future international climate change strategy.
