In the light of the recent reports of the situation on the ground, the Council expressed concern that delays in implementing the agreement will have serious consequences for the security and humanitarian situation and in this context condemned the attack by the National Redemption Front (NRF) on Hamrat al Sheikh on 3 July 2006.

It is also true, however, that, since the signing of the Sharm el-Sheikh agreements, 39% of the territory of the West Bank has been handed over to the Palestinian National Authority, together with two thirds of the Gaza Strip and, more importantly, this agreement has so far been scrupulously complied with, since, under the terms laid down in Sharm el-Sheikh, the Israeli Government has the right to delay that handover. This is naturally on the condition that the delay does not exceed three weeks, as Prime Minister Barak has promised.

First of all, the Sharm el-Sheikh Agreement contains, as everyone knows, a concrete timetable for the implementation of Israel’s commitments. This applies both to the interim agreement and to the Hebron and Wye Agreements.

The GCC and EU called on both parties, in line with the Sharm el-Sheikh understanding of October 2000, to act for the return of the situation prior to the current crisis, and to resume negotiations within the Middle East peace process, taking into account the previous positive developments in negotiations between the two sides and with a view to reaching a final agreement on all issues on the basis of their previous agreeements.

Accordingly what is required now is a parallel set of confidence building measures by each party for the Israelis to lift the closure, permit normalization of life and adhere to the strictures of the Oslo accord and the Sharm El Sheikh agreements; for the Palestinian authority to cease acts of incitement and violence, combat the terrorist infrastructure, and similarly adhere to the Oslo and Sharm El Sheikh agreements.
Chacune des parties doit donc mettre en place à présent un ensemble parallèle de mesures de confiance. Les Israéliens doivent lever les restrictions, permettre une normalisation de la vie et se conformer aux dispositions de l'Accord d'Oslo et des accords de Charm el Cheikh. L'autorité palestinienne doit mettre fin aux incitations à la violence, combattre l'organisation terroriste et se conformer pareillement aux accords d'Oslo et de Charm el Cheikh.

Regarding the Palestinian Track of the Peace Process, the Council expressed regret and concern that the parties had been unable to conclude a Framework Agreement on Permanent Status issues by the target date foreseen in the Sharm-el-Sheikh Memorandum.
En ce qui concerne le volet palestinien du processus de paix, le Conseil a exprimé ses regrets et sa préoccupation devant le fait que les parties ne sont pas parvenues à conclure un accord-cadre sur les questions relatives au statut définitif avant la date prévue dans le mémorandum de Charm-el-Cheikh.

The European Union urges all parties concerned to exercise restraint and appeals to Israel and the Palestinian Authority to intensify their efforts with a view to urgently concluding the Framework Agreement foreseen in the Sharm-el-Sheikh Memorandum of September 1999 and the Permanent Status negotiations within the agreed time-frame and with the courage and spirit of compromise that they demand.
