If motor vehicles which have their steering equipment on the right-hand side and which are not registered in Poland may, without any restriction, be used in Poland, the prohibition on registration of such vehicles is not, in the Commission’s view, an appropriate or, in any event, proportionate means by which to achieve the declared objective.

For the Polish side the Indicative Programme was signed by Minister Jacek Saryusz-Wolski, Undersecretary of State for European Integration and Foreign Assistance in the Council of Ministers of the Republic of Poland; for the Commission of the European Communities the document was signed by Ambassador Alexander H. Dijckmeester, Head of the Delegation of the Commission of the European Communities in Poland.
