This EUR 6 billion can be rebudgeted, but we must remember that, given the new rules of the Structural Funds, this is the last time we will be able to operate in this way.

Without any doubt, this cannot be in the interests of the Commission.

Since 1989, the rules governing the Structural Funds have provided for application of the principle of additionality, which requires the Member States to maintain at least the same level of national structural expenditure (excluding the EU contribution), in real terms, from one programming period to another.
