Definition: Arises as a delayed or protracted response to a stressful event or situation (of either brief or long duration) of an exceptionally threatening or catastrophic nature, which is likely to cause pervasive distress in almost anyone. Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. 3. The Commission shall inform the European Parliament and the Council without delay of the notification received by the Member States concerned and examine the notification taking into account the number of Member States affected by any of the situations described in paragraph 1 and the overall impact of the increases on the migratory situation in the Union as the latter appears from the data provided by the Member States as well as from reports prepared by FRONTEX and/or the European Asylum Support Office and, within three months following receipt thereof, the Commission shall send the results of its examination to the European Parliament and the Council, which shall give their opinion in a timely manner, after which the Commission may adopt an implementing decision suspending the exemption of visa requirement for the nationals of the third country concerned for a period of six months. The Council has had an extensive debate on the situation at its meeting on 11 April 2011 and has adopted Conclusions on the management of migration from the Southern Neighbourhood . In these Conclusions, the Council reaffirmed the need for genuine and concrete solidarity towards Member States most directly concerned by migratory movements and called on the EU and its Member States to continue providing the necessary support as the situation evolves, such as by assisting the local authorities of the most affected Member States in addressing the immediate repercussions of migratory flows on the local economy and infrastructure.

On the issue of the exploitation of water and the overexploitation of water by the settlements, I should like to refer my fellow Members to the Special Report on the Situation in the Jordan Valley by the Euromed parliamentary assembly which, itself, quotes time and again from the World Bank report entitled Assessment of Restrictions on Palestinian Water Sector Development and from the Amnesty International Troubled Waters report, and so on. These reports put exact figures on this exploitation, which is four to five times greater amongst the Israelis.

This calls for differentiated rural development strategies.

Following the statements we have heard this morning from the Presidency-in-Office of the Council and from the Commission, it is clear that the European Union is not remaining, must not remain, impassive in the face of this situation and that the objective of sitting down at the negotiating table – although many of us are longing for another Madrid Conference – seems practically utopian compared to the objective of an immediate halt to the violence.
