For the purposes of the Recommendation to Member States and the Framework for a Code of Conduct, NPOs are deemed to be organisations, legal persons, legal arrangements whose principal purpose is to “engage in the raising and/or disbursing funds for charitable, religious[22], cultural, educational, social or fraternal purposes, or for the carrying out of other types of good works”.
