Definition: Reliance on some non-living object as a stimulus for sexual arousal and sexual gratification. Many fetishes are extensions of the human body, such as articles of clothing or footwear. Other common examples are characterized by some particular texture such as rubber, plastic or leather. Fetish objects vary in their importance to the individual. In some cases they simply serve to enhance sexual excitement achieved in ordinary ways (e.g. having the partner wear a particular garment).

The European Commission funds a broad range of human rights activities in third countries through its European Initiative for Democracy and Human Rights (EIDHR) which currently has a budget of some €120 million per year. Focusing on four thematic campaigns, “Promoting justice and the rule of law”, “Fostering a culture of human rights”, “Promoting the democratic process” and “Advancing equality, tolerance and peace”, the Commission will shortly publish calls for proposals covering €84,5 million in funding.

Some are members of the Council of Europe [11] and OSCE and have ratified the European Convention for the Protection of Human Rights and Fundamental Freedoms and committed themselves to adhere to relevant conventions and bodies setting high democratic and human rights standards as well as to accept strong and legally binding mechanisms to ensure that they comply with human rights obligations.
