In 2007, the Global Approach was extended to the Eastern and South-Eastern regions neighbouring the European Union, and to a lesser extent to the Middle East and Asia.

Welcomes the abovementioned communication on 'Applying the Global Approach to Migration to the Eastern and South-Eastern Regions Neighbouring the European Union'; calls on the Member States and the Commission to ensure that sufficient human and financial resources are allocated for the proper implementation of the comprehensive approach to migration; stresses the need for enhanced regional dialogue and cooperation on legal migration and welcomes the idea of setting up regional cooperation platforms for migration, bringing together all relevant actors from the EU side and in the region concerned;
3. accueille favorablement la communication "Application de l'approche globale sur la question des migrations aux régions bordant l'Union européenne à l'Est et au Sud-Est"; invite les États membres et la Commission à veiller à ce que des ressources humaines et financières suffisantes soient allouées à la bonne mise en œuvre de l'approche globale relative aux migrations; souligne la nécessité de renforcer le dialogue et la coopération régionaux sur l'immigration légale et se félicite de l'idée d'établir des plateformes de coopération régionale sur la migration réunissant l'ensemble des acteurs concernés à la fois du côté de l'Union et de la région en question;

It also aims to expand and give operational substance to the EU's Global Approach to migration, as highlighted in the European Council's conclusions of December 2005 and December 2006 and the Commission Communication on 'the Global Approach to migration one year on' [4] and on "Applying the Global Approach to migration to the Eastern and South-Eastern regions neighbouring the European Union" [5].
Elle vise également à élargir et à donner substance à l’approche globale de l'UE de la question des migrations, comme le soulignaient les conclusions des Conseils européens de décembre 2005 et décembre 2006 ainsi que la communication de la Commission sur «L’approche globale de la question des migrations un an après»[4] et sur «L'application de l'approche globale sur la question des migrations aux pays voisins de l'Est et du Sud-Est de l'UE»[5].
