TRADUCTIONS EN CONTEXTE

The European Parliament, in its resolution of 7 July 2010 with recommendations to the Commission on Cross-Border Crisis Management in the Banking Sector, requested the Commission to submit ‘on the basis of Articles 50 and 114 of the Treaty on the Functioning of the European Union, one or more legislative proposals relating to an EU crisis-management framework, an EU financial stability fund, and a resolution unit’ and, in its resolution of 20 November 2012 with recommendations to the Commission on the report of the Presidents of the European Council, the European Commission, the European Central Bank and the Eurogroup ‘Towards a genuine Economic and Monetary Union’, stated that ‘breaking up the negative feedback loops between sovereigns, banks and the real economy is crucial for a smooth functioning of the EMU’, stressed the ‘urgent need for additional and far-reaching measures to solve the crisis in the banking sector’ and for the ‘realisation of a fully operational European banking union’ while ensuring ‘the continued proper functioning of the internal market for financial services and the free movement of capital’.
Dans sa résolution du 7 juillet 2010 contenant des recommandations à la Commission sur la gestion des crises transfrontalières dans le secteur bancaire, le Parlement européen a demandé à la Commission de lui présenter, «sur la base des articles 50 et 114 du traité sur le fonctionnement de l'Union européenne, une ou plusieurs propositions législatives relatives à un cadre de l'Union pour la gestion des crises, à un fonds de stabilité financière de l'Union et à une unité de résolution» et, dans sa résolution du 20 novembre 2012 contenant des recommandations à la Commission sur le rapport des présidents du Conseil européen, de la Commission européenne, de la Banque centrale européenne et de l'Eurogroupe «Vers une véritable Union économique et monétaire», il a estimé «qu'il est primordial pour le bon fonctionnement de l'UEM de rompre les boucles de rétroaction négative entre les États souverains, les banques et l'économie réelle», a souligné «l'impérieuse nécessité d'adopter des mesures supplémentaires de grande envergure pour résoudre la crise du secteur bancaire» et «la mise en place d'une union bancaire européenne pleinement opérationnelle» tout en veillant à ne «pas entraver le bon fonctionnement continu du marché intérieur des services financiers et la libre circulation des capitaux».

5. Synergies, consistency and complementarity shall be sought with other relevant financial instruments of the Union, such as the Union Civil Protection Mechanism, established by Decision No 1313/2013/EU of the European Parliament and of the Council , Horizon 2020, established by Regulation (EU) No 1291/2013 of the European Parliament and of the Council , the third multiannual programme of Union action in the field of health, established by Regulation (EU) No 282/2014 of the European Parliament and of the Council , the European Union Solidarity Fund and the external aid instruments, namely the Instrument for Pre-accession Assistance (IPA II) established by Regulation (EU) No 231/2014 of the European Parliament and of the Council , the European Neighbourhood Instrument established by Regulation (EU) No 232/2014 of the European Parliament and of the Council , the Development Cooperation Instrument established by Regulation (EU) No 233/2014 of the European Parliament and of the Council , the Partnership Instrument for cooperation with third countries established by Regulation (EU) No 234/2014 of the European Parliament and of the Council , the European Instrument for Democracy and Human Rights established by Regulation (EU) No 235/2014 of the European Parliament and of the Council and the Instrument contributing to Stability and Peace established by Regulation (EU) No 230/2014 of the European Parliament and of the Council .
5. In light of the experience gained with the External Borders Fund and the development of the SIS II and VIS, it is considered appropriate to allow for a certain degree of flexibility regarding possible transfers of resources between the different means of implementation of the objectives pursued under the Instrument, without prejudice to the principle of ensuring from the start a critical mass and financial stability for the programmes and the operating support for Member States and without prejudice to the scrutiny by the European Parliament and the Council.
À la lumière de l’expérience tirée du Fonds pour les frontières extérieures et du développement du système d’information Schengen de deuxième génération (SIS II) et du VIS, il est jugé approprié de prévoir une certaine souplesse à l’égard des éventuels transferts de ressources entre les différents moyens de réaliser les objectifs poursuivis au titre de l’instrument, sans préjudice du principe imposant d’assurer dès le départ une masse critique et une stabilité financière pour les programmes et le soutien opérationnel aux États membres et sans préjudice du contrôle exercé par le Parlement européen et le Conseil.

In order to facilitate the management of Union funding, to help accelerate investments in Member States and regions, and to improve the availability of funding to the economy, Council Regulation (EC) No 1083/2006 was amended by Regulation (EU) No 1311/2011 of the European Parliament and of the Council to allow the increase of interim payments from the Funds by an amount corresponding to ten percentage points above the actual co-financing rate for each priority axis for Member States which are facing serious difficulties with respect to their financial stability and have requested to benefit from this measure.
Afin de faciliter la gestion des financements de l'Union, d'accélérer les investissements dans les États membres et les régions et d'améliorer la disponibilité des fonds pour l'économie, le règlement (CE) no 1083/2006 du Conseil a été modifié par le règlement (UE) no 1311/2011 en vue d'autoriser l'augmentation des paiements intermédiaires des Fonds d'un montant calculé en majorant de dix points de pourcentage le taux de cofinancement effectif applicable à chaque axe prioritaire, en faveur des États membres qui sont confrontés à de graves difficultés quant à leur stabilité financière et demandent à bénéficier de cette mesure.

In order to alleviate those problems and to speed up the implementation of operational programmes and projects, as well as to strengthen the economic recovery, it is necessary that the Member States, which have experienced or have been threatened with serious difficulties with respect to their financial stability and which have been granted financial assistance under one of the financial assistance mechanisms set out in Article 77(2) of Council Regulation (EC) No 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund as amended by Regulation (EU) No 1311/2011 of the European Parliament and of the Council , may contribute financial resources from operational programmes to the establishment of risk-sharing instruments providing loans or guarantees or other financial facilities, in support of projects and operations provided for under an operational programme.
Pour atténuer ces problèmes et accélérer la mise en œuvre des programmes opérationnels et des projets, ainsi que pour soutenir la reprise économique, il est nécessaire que les États membres qui ont connu ou ont été menacés par de graves difficultés quant à leur stabilité financière et ont obtenu une aide financière au titre de l’un des mécanismes d’assistance financière visés à l’article 77, paragraphe 2, du règlement (CE) no 1083/2006 du Conseil du 11 juillet 2006 portant dispositions générales sur le Fonds européen de développement régional, le Fonds social européen et le Fonds de cohésion tel que modifié par le règlement (UE) no 1311/2011 du Parlement européen et du Conseil puissent consacrer des ressources financières allouées au titre de programmes opérationnels à l’établissement d’instruments de partage des risques accordant des prêts, des garanties ou d’autres facilités de financement en faveur de projets et d’actions prévus dans le cadre d’un programme opérationnel.

Recalls that Parliament and the Council, as the two arms of the budgetary authority, should be equally involved in any mobilisation of the European Financial Stability Mechanism; asks that proposals be presented rapidly to make the crisis resolution mechanism permanent (e.g. European Monetary Fund), to fully integrate the EU 2020 strategy into the long-term macroeconomic framework, to take initial steps towards the mutual issuance of a part of sovereign debt and the introduction of bonds to that effect, as described in Parliament’s previous reports, and to ensure a single external representation of the Eurozone; favours a light Treaty change that provides a legal basis to such a mechanism rather than resorting to a profound amendment of the Treaty;
rappelle que le Parlement et le Conseil, les deux branches de l'autorité budgétaire, devraient être associés à part égale à toute mobilisation du mécanisme européen de stabilité financière; demande que soient présentées dans les meilleurs délais des propositions destinées à instituer un mécanisme permanent de gestion des crises (notamment la création d'un Fonds monétaire européen), à intégrer, dans tous ses éléments, la stratégie «Europe 2020» dans le régime macroéconomique à long terme, à prendre des mesures initiales visant l'émission commune d'une part de la dette souveraine et l'introduction d'emprunts obligataires à cet effet, comme cela a été définit dans les précédents rapports du Parlement, et à instaurer une représentation extérieure unique de l'eurozone; est favorable à une légère modification au traité instituant une base juridique pour un mécanisme de ce type plutôt qu'à un recours à une modification en profondeur du traité;
