The obligation to state reasons under the second paragraph of Article 25 of the Staff Regulations, which is intended to give the addressees of measures the possibility to determine whether the decision is correct, and to serve as a basis for judicial review, applies to decisions to terminate contracts of indefinite duration as members of the temporary staff governed by the Conditions of Employment of Other Servants of the European Communities.
