On 2 April 2007, the Commission received a complaint from privately-owned health insurer Dôvera zdravotná poisťovňa, a. s (‘Dôvera’ or ‘the complainant’) on an alleged State aid measure to State-owned health insurer Spoločná zdravotná poisťovňa, a. s (‘SZP’) in the form of an increase on 26 January 2006 of its registered capital by SKK 450 million (approximately EUR 15 million).

The observations on the opening decision submitted by the other three third parties, i.e. HPI, INEKO and ZZP are mainly supportive of the position of the complainant Dôvera and Union Health Insurance that the activity is of an economic nature and the measures involve State aid by providing SZP/VZP with a selective advantage, showing their conviction that health insurers are operating in a competitive environment (by using different ways to attract clients) and claiming that the State has given preferential treatment to its State-owned health insurance companies.

(Return tabled) Question No. 530 Ms. Anne Minh-Thu Quach: With regard to Health Canada and the drug shortage: (a) what are the various plans that have been brought forward since 1990 to address drug shortages; (b) based on which studies is the Minister promoting a voluntary reporting mechanism for the industry to address drug shortages; (c) what are Health Canada’s budgets for inspecting drug manufacturing plants; (d) does Health Canada have a budget for identifying new emergency suppliers in case of a shortage; (e) what are Health Canada’s preferred contingency plans in the event of a sudden production shutdown, such as a bankruptcy or a plant fire; (f) since a few producers are the only ones to produce a given drug, what recourse does Health Canada have if a sudden production shutdown affects a sole producer of a drug; (g) what are the fast-track mechanisms for identifying alternatives for drugs in short supply; (h) in the event of a shortage, how does Health Canada prioritize its shipments of stockpiled products; (i) if there is no surplus inventory and if there is no alternate manufacturer, how does Health Canada determine who has the greatest need for the drugs; (j) what solutions based on what is done in other countries around the world have been considered by Health Canada; and (k) has Health Canada considered a solution based on the Swedish model, where a state-owned corporation produces about 2 percent of the country’s demand for drugs?

As a physician and former minister of state for public health, I also take great advice from people like Dr. David Mowat, the previous deputy chief public health officer for Canada, who stated that the problem with a voluntary census, with trying to elicit this detailed information from a voluntary rather than mandatory census, is that we know, from all of our experiences with a voluntary census and from the experiences of other countries, that certain categories of people will not respond proportionately to a voluntary census survey.
