Definition: Personality change, persisting for at least two years, attributable to the traumatic experience of suffering from a severe psychiatric illness. The change cannot be explained by a previous personality disorder and should be differentiated from residual schizophrenia and other states of incomplete recovery from an antecedent mental disorder. This disorder is characterized by an excessive dependence on and a demanding attitude towards others; conviction of being changed or stigmatized by the illness, leading to an inability to form and maintain close and confiding personal relationships and to social iso-lation; passivity, reduced interests, and diminished involvement in leisure activities; persistent complaints of being ill, which may be associated with hypochondriacal claims and illness behaviour; dysphoric or labile mood, not due to the presence of a current mental disorder or antecedent mental disorder with residual affective symptoms; and longstanding problems in social and occupational functioning.

This communication sets out concrete proposals with the goal of making the coordination of Member States' policies in the field of social protection more effective, thereby contributing to the necessary modernisation of social protection systems and strengthening the social dimension of the Lisbon strategy.

1. Welcomes the Commission communication entitled ‘Strengthening the social dimension of the Economic and Monetary Union (EMU)’ and considers it to be a first step towards building a social dimension of the EMU;

– having regard to the Commission communication of 2 October 2013 entitled ‘Strengthening the social dimension of the Economic and Monetary Union (EMU)’ (COM(2013)0690),

26. Invites the December 2013 European Council to define the steps forward in terms of strengthening the social aspect of the EMU;

Bearing in mind that the ESF is a basic tool for combating poverty, gender inequalities, social discrimination (against people with disabilities, migrants, older people, etc.) by getting people into jobs, and for tackling social exclusion and unemployment, calls on the Commission to strengthen the ESF’s potential and its financial autonomy in relation to the pursuit of economic and social cohesion, to make it more flexible so that current and future employment challenges can be addressed, to simplify project management and harmonise and improve procedures and controls, taking account of social sustainability, and to follow up ongoing projects more effectively; points to the positive experiences that project organisers have gained with global grants and welcomes the positive assessment of global grants in the Ecosoc report on efficient partnership (Jan Olsson, ECO/258); calls for the introduction of new conditionality of non-discrimination and desegregation, in order to provide support for those who need it the most, targeting explicitly but not exclusively the Roma communities as well; emphasises the ESF's role in strengthening the social integration dimension; underlines the need for more transparent ESF policies on allocation of funds and detailed evaluation and scrutiny of tangible results achieved, in terms of employment;

Welcomes the Commission's Communication 'A renewed commitment to Social Europe: Reinforcing the Open Method of Coordination for Social Protection and Social Inclusion' (COM(2008)0418), which proposes to strengthen the social OMC by improving its visibility and working methods and by strengthening its interaction with other policies; especially welcomes the Commission's proposals to set targets for the reduction of poverty (in general, child poverty, in-work poverty and persistent long-term poverty), for a minimum level of income provided through pensions and for access to and the quality of health care (reducing infant mortality, improving health and increasing life expectancy, etc.);
85. se félicite de la communication de la Commission intitulée "Un engagement renouvelé en faveur de l'Europe sociale: renforcement de la méthode ouverte de coordination pour la protection sociale et l'inclusion sociale" (COM(2008)0418), qui propose de renforcer la méthode ouverte de coordination sociale en améliorant sa visibilité et ses méthodes de travail et en renforçant son interaction avec d'autres politiques; se félicite en particulier des propositions, faites par la Commission, de fixer des objectifs relatifs à la réduction de la pauvreté (en général, et de la pauvreté des enfants et des travailleurs et la pauvreté persistante de longue durée), à l'instauration d'un revenu minimum octroyé par le biais de pensions et à la qualité des soins de santé et l'accès à ceux-ci (pour réduire la mortalité infantile, améliorer l'état de santé et l'espérance de vie, etc.);
