Points out that, since the entry into force of the Lisbon Treaty, the protection of financial interests has also been the responsibility of the Member States; emphasises the European Court of Auditors' finding that the management and control systems in some of the Member States are not fully effective; recalls furthermore, that wrongly spent structural funding amounting to billions of euros has not yet been recovered; notes that DG REGIO’s current annual report cannot declare the legality and regularity of the Member States' expenditure, because some Member States have not complied with their obligation to submit their reports on time; points out that, as a result of the Member States’ ongoing under-financing of the EU budget, Parliament may be forced to identify negative priorities among EU projects, and subsequently to cut their budgets;

As regards the publication of beneficiaries of the Structural Funds and the Cohesion Fund, this obligation is further specified by Commission Regulation (EC) N° 1828/2006. Its Article 7 (1) (d) requires the publication of three categories of information: a) the list of the beneficiaries, b) the names of the operations and c) the amount of the public funding allocated to the operations.

However, if we want to provide real answers for ourselves and for our fellow citizens, with the Member States and with the various players, we need to make good use of the tools provided by the financial measures included in the Structural Funds, amounting, as I said, to EUR 308 billion.

At its own initiative, a Member State may reserve an amount of 1 % of the annual Structural Fund contribution to the Convergence objective and 3 % of the annual Structural Fund contribution to the Regional competitiveness and employment objective to cover unforeseen local or sectoral crises linked to economic and social restructuring or to the consequences of the opening up of trade.
