Regrets the less-than-effective energy efficiency projects supported by the EU Structural Funds (2007 to 2013) as criticised by the Court of Auditors’ report; calls on the Commission to promptly implement the corresponding improvements with special emphasis on justification, monitoring, and shortening the payback period of projects funded; calls for improved guidelines and more intensive Commission monitoring with a view to making better use of the Structural Funds and EFSI in combination with private investments for viable energy efficiency projects, notably in buildings; considers that Structural Funds’ and EFSI funding of energy efficiency projects should target those consumers more sensitive to energy costs, such as industry at risk of carbon leakage, SMEs and households at risk of energy poverty; considers it an absolute priority to develop financing instruments, tools and innovative models to mobilise public funds and leverage private finance at local, national, regional and European level in order to support investments in key energy efficiency sectors such as the renovation of buildings, paying special attention to vulnerable groups and also due attention to the specificities of long-term investments.

Considers that the powers of EUROSTAT should be enhanced, including investigative powers conferred to EUROSTAT; considers that open and transparent statistical information should be a precondition for accessing structural funds; Commission must take the responsibility to evaluate the statistic in order to decide if a Member State complies with requested obligation and assessment;

Welcomes the Commission statement that the EU rural development and structural funds should make a substantial contribution towards co-financing the Natura 2000 network; further welcomes the enabling of financing for Natura 2000 from rural development and structural funds; nevertheless, having examined the relevant proposals (structural, rural and Life+), considers them insufficient for the adequate co-funding of the Natura 2000 network and therefore also insists that a dedicated fund be set up for this purpose.

The regional aspect of research is of major importance to Parliament which, in its resolution of 18 May 2000, calls on the Commission to ensure that Objective 1 regions employ at least 5% of the Structural Funds which they have not used in order to promote scientific research in various sectors, so as to reduce the technological gap between those regions and the rest of Europe and prevent unused Structural Funds from being withdrawn. In that same resolution, Parliament also calls for Structural Fund activities to be integrated with research programmes so that the former provide research infrastructure in less-favoured regions and the latter provide the mechanisms and financial means for high-level scientific collaboration.

The threat of withholding Structural Funds in the event of non-implementation is an attempt by the Commission to put pressure on the Member States and is undoubtedly the wrong approach since stopping the payment of Structural Funds due to non-implementation also carries the risk that on-going projects may be jeopardised, thereby stopping or jeopardising the economic development of a region in general. Without any doubt, this cannot be in the interests of the Commission.
La menace de bloquer les aides structurelles en cas de non respect de la directive est une tentative de la Commission en vue de mettre les États membres sous pression et constitue pour sûr une mauvaise méthode, car en interrompant le versement des aides structurelles pour non respect de la directive, le danger existe que des projets en cours soient remis en question et que le développement économique d’une région soit par conséquent interrompu ou menacé dans son ensemble. Il ne fait aucun doute que cela n’est pas dans l’intérêt de la Commission.

Mr Vatanen expressed this most forcefully just now. Finally, the positive effects on national administrations of the system of management of the Structural Funds, the motives of officials in managing these funds, even if it is occasionally complicated, and the importance of once again making improvements to the procedures for the evaluation, follow-up and supervision of the Commission.
