Part Three lays down the general rules governing the ERDF, the ESF (together referred to as the 'Structural Funds') and the Cohesion Fund concerning the tasks, priority objectives and organisation of the Structural Funds and the Cohesion Fund (the 'Funds'), the criteria that Member States and regions are required to fulfil in order to be eligible for support from the Funds, the financial resources available and the criteria for their allocation.

(19) The actions necessary for the implementation of the Regional Development Component, the Human Resources Component, and the Rural Development Component are closely aligned to Structural funds practises, they should therefore be adopted, in accordance with Council Decision 1999/468 of 28 June 1999 laying down the procedures for the exercise of implementing powers conferred to the Commission, partly by Advisory and partly by Management Committees, in order to make use as far as possible of the decision making procedures in place for Structural Funds.
(19) Les actions nécessaires à la mise en œuvre des volets "développement régional", "développement des ressources humaines" et "développement rural" sont très proches des pratiques relatives aux Fonds structurels. Aussi doivent-elles être adoptées conformément à la décision 1999/468/CE du Conseil, du 28 juin 1999, fixant les modalités de l'exercice des compétences d'exécution conférées à la Commission, en partie par des comités consultatifs et en partie par des comités de gestion, afin de recourir dans la mesure du possible aux procédures décisionnelles des Fonds structurels. As far as the structural funds are concerned, the levers for implementing budgetary resources in the form of the payments are in the hands of the governments of the EU Member States. It is therefore an important role of Parliament to use its political instruments and to gain the support of the media in exerting appropriate pressure on the governments and the Council in order to make fuller and more effective use of the disposable resources to finance the common policies of the European Union.
En ce qui concerne les Fonds structurels, les commandes pour la mise en œuvre des ressources budgétaires sous forme de paiements sont entre les mains des gouvernements en utilisant ses instruments politiques et en gagnant le soutien des médias pour exercer la pression appropriée sur les gouvernements et le Conseil en vue de faire un usage plus efficace et plus complet des ressources disponibles afin de financer les politiques communes de l’Union européenne.

Indeed, it does not seem reasonable to us that financial resources from the structural funds should be permanently mobilised for emergency actions, which are by definition unpredictable, since it is possible to find, as has in fact happened in this case, more appropriate alternatives for dealing with this type of tragedy without affecting the permanent objectives that the use of these funds is intended to achieve.
En effet, il ne nous semble pas qu’il faille mobiliser en permanence des ressources financières des fonds structurels pour des actions d’urgence, par nature imprévisibles, alors qu’il est possible de trouver, comme nous venons de le voir dans le cas présent, des alternatives plus appropriées pour faire face à ce type de tragédies sans affecter les objectifs permanents poursuivis par l’application de ces fonds.

First, the issue of the low take-up of resources in the last two years of the structural policy. Mr Puerta had called for the Commission to be constantly giving information about the use to which Structural Fund resources are put.

The main publications in 2000 include the guide covering the Structural Funds, the Cohesion Fund and ISPA ('Structural Actions 2000-2006 - Commentary and Regulations'), and the Vademecum listing the 'Community rules on State aids'. Other documents related to specific aspects of regional policy were also produced, such as the guide to the territorial pacts 2000-2006, the final report on the Terra innovative measure, a study on the urban audit, a guide to the Business innovation centres (BIC), and six studies on: the prospects for regional planning in the context of enlargement, the impact of economic and monetary Union on cohesion, employment-related initiatives in the United Kingdom, equal opportunities and the Structural Funds, local development and the strategic and sustainable management of water resources.
