More specifically, the following priorities have been established for Youth for Europe III: - support for projects and project networks directly involving young people: this will involve continued promotion of youth exchanges, with the additional aim of stimulating initiative and creativity among young people in the Member States by supporting innovative initiatives by young people at local, regional, national or European level and projects enabling young people to take up voluntary service placements in another Member State in a wide variety of fields; - training for youth workers: support will be provided for activities (study visits, placements, seminars, development of training materials, etc.) aiming to increase youth workers' awareness of the situation of young people in other Member States, and to enable them to establish the necessary contacts to organise exchanges or cooperation projects. The emphasis will be on language training for youth workers and training for those working with disadvantaged young people; - cooperation between youth structures: this will involve support for activities promoting increased mutual awareness between both government and non-governmental structures active in the youth field in the Member States, and promoting cooperation and the creation of new networks of partnerships between them, particular priority being given to those in charge of regional and local structures; - exchanges with non-Community countries: the objective of such exchanges is to foster awareness among young people in the Member States of the situation of young people outside the Community and encourage a spirit of solidarity.
Plus précisément, Jeunesse pour l'Europe III sera mis en oeuvre selon les cinq axes d'action suivants : - soutien de projets et réseaux de projets impliquant directement les jeunes: il s'agira de continuer à encourager les échanges de jeunes mais également à stimuler l'esprit d'initiative et de créativité des jeunes des Etats membres en soutenant des initiatives novatrices de jeunes développées tant au niveau local, régional que national ou européen et des projets permettant à des jeunes d'effectuer des stages de service volontaire dans un autre Etat membre et ce dans les domaines les plus divers; - formation des animateurs de jeunes: un soutien sera apporté aux activités (visites d'études, stages, séminaires, développement de matériel de formation, etc) visant à accroître l'information des animateurs sur la situation des jeunes dans d'autres Etats membres, ou encore à leur permettre d'établir des contacts nécessaires à l'organisation d'échanges ou de projets de coopération; l'accent sera notamment mis sur la préparation linguistique des animateurs et la formation des animateurs actifs avec les jeunes défavorisés; - coopération entre les structures de jeunesse: il s'agira de soutenir des activités favorisant une meilleure connaissance réciproque entre les structures des Etats membres tant gouvernementales que non gouvernementales actives et responsables dans le domaine de la jeunesse, promouvant leur coopération et stimulant la création de nouveaux réseaux de partenariats entre ces structures; une attention particulière sera accordée aux responsables des structures régionales et locales; - échanges avec les pays tiers: par ces échanges, l'objectif sera de favoriser auprès des jeunes des Etats membres une meilleure compréhension de la situation des jeunes en-dehors de la Communauté et de stimuler à cet égard leur esprit de solidarité.

Under these circumstances and taking into account the introduction of new instruments into the structures policy in December 1990, the Commission decided to reconsider all the construction projects in the framework of the 2nd round of decisions in October 1991. b. Aquaculture As the first round of projects (1991/01) under Regulation (EEC) No 4028/86, a total of 102 aquaculture projects and 2 artificial reef projects are to be financed by the Community with overall support worth ECU 14.87 million.
