23. Invites the Commission to prepare a study comparing the practice to date of individual Member States regarding integrated strategic planning and, on the basis of the outcome of the study, to draw up specific EU guidelines for integrated urban development planning practice that also clarify the relations between these plans and other planning documents, as well as promoting efficient, legally regulated partnerships, including cross-border urban partnerships; calls on the Commission to make integrated urban planning legally binding if EU funds are used for co-financing projects; urges the local authorities of the Member States to initiate new public-private partnerships and innovative urban infrastructural development strategies so as to attract investment and stimulate business activity; calls for improved coordination between local and regional administrations, so as to facilitate new partnerships between urban and rural areas on the one hand and between small, medium and large cities on the other, with a view to ensuring balanced regional development; at the same time calls on the Commission to step up technical assistance towards improved integrated development planning, participatory policy-making and strategic urban development;

Takes the view that, in the draft Special Measure for Iraq for 2007, the Commission exceeds the implementing powers laid down in Regulation (EC) No 1905/2006 by selecting as one of the areas of intervention a "Feasibility Study for the Akkas Gas Field", the overall objective of which is "to study the conditions for exploration of the Akkas Gas Field in western Iraq in view of linking its output to the Syrian gas pipeline network", and further "to integrate this project if possible in the workings of the Euro-Arab Mashreq Gas Market Project"; points out that "the study will take into consideration the future interest of the Mashreq neighbours and of the EU in integrating the output of the wells into the Euro-Mashreq gas market", and that "this integration will open a large potential market for the Akkas fields' production and allow a first integration of the Iraq natural gas with the regional and European market", and therefore considers that this objective is not in compliance with Article 2(1) and (4) of Regulation (EC) No 1905/2006, in that the primary objective of the proposed Special Measures is not the eradication of poverty and in that the stated objectives do not fulfil the criteria for ODA established by the OECD/DAC;

Following the advice of the European University Council for the Jean Monnet Project[1] , the academic body which assists the Commission in the academic aspects of the Jean Monnet Project, 27 new university initiatives from Austria, Finland and Sweden have been selected (from a total of 43 applications) and from the start of the academic year will lead to the setting up of : 7 new Jean Monnet Chairs (full-time teaching posts devoted to European Integration) - 4 Jean Monnet Chairs in Austria (3 in Community Law and 1 in European Economic Integration); - 2 Jean Monnet Chairs in Finland (in European Political and Social Sciences); - 1 Jean Monnet Chair in Sweden (in Community Law). 16 new permanent Courses (minimum 60H) and European Modules (minimum 30H) - 2 in Austria - 7 in Finland; - 7 in Sweden. These new partners, specialists in European Community Studies and European Integration Studies, will, from now on, take part in the network activities developed by the Jean Monnet professors in the member countries.

These 92 subsidies will lead to the setting up of : - 6 "Jean Monnet Chairs", a symbolic term relating to a full time teaching post entirely devoted to the teaching of European integration; - 23 Permanent courses, compulsory courses on European integration; - 6 European modules; - 19 Research grants and 29 grants for teaching materials, all linked to the selected Chairs and permanent courses, aimed at allowing centres of activity to form around the teaching activities created; - 9 Doctoral grants, for young researchers undertaking PhD research projects in Polish and Hungarian universities. These projects will lead to the significant expansion of the European teaching activities created in Eastern Europe as a result of the first Jean 1 Composed of nine members representing the Liaison Committee of the National Conferences of Rectors/Vice Chancellors of the universities in the Member States and the Association of professors specialised in European integration studies - ECSA- Europe.
