Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Calls on the EU and its Member States to address the root causes of the rapidly deteriorating situation across the MENA region through a holistic and ambitious approach; supports the international campaign against ISIL/Da’esh and welcomes the commitment of the coalition partners to working together under a common strategy; welcomes, in particular, the action taken by the EU Member States participating in the international coalition against ISIS, whether in the form of military strikes or through logistical, financial and humanitarian participation; calls, however, for increased mobilisation in all spheres and emphasises the need for better-articulated actions; notes that these actions could usefully be coordinated under the auspices of the EU, if necessary as part of a Common Security and Defence (CSDP) operation, and to this end calls on the EU to develop sufficient operational capacity and to put in place a true common European defence; stresses, however, that a tailored response must be found, based on political and cross-regional differences, to the issue of combating ISIL/Da’esh, the al-Nusra Front and other terrorist groups; calls on the EU to take on the role of main facilitator of a regional dialogue involving all regional stakeholders, in particular the LAS, Saudi Arabia, Egypt, Turkey and Iran; recalls the importance of addressing the legitimate demands of local populations, notably as expressed during the Arab uprisings of 2011, with a view to ensuring the long-term stability of the region; notes the recent announcement by the LAS of the formation of a standing rapid-response unit, with a particular emphasis on fighting ISIS and other emerging terrorist groups;

Acknowledges the problems regarding investment aid to large enterprises indicated by the Commission, given that evidence suggests a lack of incentive effect; believes that, although State aid should be primarily provided to SMEs, excluding large enterprises, a category which also includes family-owned enterprises exceeding the definition of SMEs or mid-cap companies, from State aid rules in areas covered by Article 107(3)(c) TFEU is not justified given their contribution to employment, the supply chains they create with SMEs, their common involvement in innovation, research and development, and their positive role in combating the economic crisis; takes the view that the presence of large undertakings is often key to the success of SMEs that benefit from clusters led by large companies and from their subcontracting activities; recalls that it was the Commission itself that recognised the contribution of investment by large enterprises to creating knock-on effects and to access for the EU to the world markets; stresses that a decision to exclude large enterprises in “”‘c’ areas could lead to job losses, reduced economic activity in the regions, reduced regional competitiveness, reduced attractiveness for foreign investment and the relocation of companies to other regions either within or outside the EU; considers, therefore, that such companies should remain eligible for State aid in “”‘c’ areas, subject to particular scrutiny following individual notification and to additional compatibility criteria concerning incentive effect and contribution to regional development through clusters and subcontracting;

Question No. 397 Ms. Kirsty Duncan: With respect to initiatives and programs run by the Department of National Defence (DND) and Veterans Affairs Canada (VAC) in relation to veterans’ health and welfare: (a) what are the issues affecting (i) Canada’s traditional war veteran population, (ii) Canadian Forces (CF) veterans; (b) for each group of veterans in (a), how many cases were there per identified issue, per year, over the last five years; (c) for each group of veterans in (a), what changes have occurred in the issues over the last five years; (d) for CF veterans, what key issues are anticipated following the withdrawal from Afghanistan in 2011, and for each anticipated issue, what are the (i) challenges, (ii) changes necessary to VAC, (iii) actions taken to date; (e) what recommendations, if any, have been made to improve the quality of life for veterans identified in (a) and what steps, if any, have been taken to address these recommendations; (f) what specific measures are being taken to ensure that VAC (i) responds quickly to emerging research, such as the possible link between combat and amyotrophic lateral sclerosis, and combat and dementia, (ii) implements research recommendations in a timely manner; (g) what are the categories of injuries sustained by the Canadian troops in Afghanistan; (h) what specific rehabilitation is provided for each injury category, by region; (i) what reviews of rehabilitation procedures have been undertaken, by date and region; (j) for each injury category identified in (g), what percentage of veterans are able to return to civilian work; (k) what specific measures are undertaken by region to help veterans normalize to civilian life; (l) what specific measures are used to ensure veterans returning from Afghanistan are informed of veterans' benefits; (m) what is the process for acquiring the help of a case manager; (n) what are the specific steps a veteran needs to take following a release or a medical release in order ...

I would like my colleague from Lévis—Bellechasse to tell us about what is happening in the regions, and also about the fact that the federal government missed an opportunity, with this bill, to decentralize and take part in this more realistic vision of regional development where decentralization enables regional leaders to take control of their region's development.
J'aimerais que mon collègue, député de Lévis—Bellechasse, nous parle de ce qui se passe en région, mais également du fait que le fédéral a raté une belle occasion avec ce projet de loi pour décentraliser, pour s'inscrire dans ce qu'il est plus réel de considérer le développement régional, soit une décentralisation, et que les leaders régionaux puissent s'approprier leur pouvoir de développement.

The remarkable thing about this is that we really are taking account of the region's specific interests, and doing so not merely from the standpoint of our European interests or coupled with them, but by actually including the Russian dimension in the discussions and taking it into consideration, just as we do with Canada. I want to say how grateful I am for that, because it broadens to some degree the somewhat narrow view that we in Europe sometimes take, and which leads us to focus on purely European interests.
Ce qu'il y a de particulier dans cette démarche, c'est la prise en considération des intérêts spécifiques des régions et ce, pas uniquement en association ou sous l'angle de nos intérêts européens. En effet, dans toutes les réflexions, il y a une véritable intégration et prise en compte de la dimension de la Russie, tout comme du Canada.

5. Considers the level of dependence upon oil and the level of dependence on imports of oil to be of great concern. Urges the Commission to take concrete measures at EU level to curb demand for oil in the transportation sector by a stimulating new efficient engine – the 1 litre car – shifting the emphasis from road and air to rail and ship and pushing Member States for a more integrated regional and town planning. These actions should be combined with the development of alternative fuels like biofuels and hydrogen based on renewables. Further urges the Commission to take international action to bring new net importers like India and China to require similar strategic oil reserves as the OECD countries. Also asks the Commission and the EU 15 member states to take action in its activities with developing countries to aid the short and mid-term development of alternatives investments both in the transport and electricity sectors;
5. estime que les niveaux respectifs de la dépendance à l'égard du pétrole et des importations de pétrole sont des sujets très préoccupants; invite donc instamment la Commission à prendre des mesures concrètes, au niveau communautaire, pour réduire la demande de pétrole dans le secteur des transports grâce à la mise en œuvre de nouveaux engins efficaces – la voiture consommant 1 litre –, en opérant un transfert du transport routier et aérien vers le transport ferroviaire et la navigation et en incitant les États membres à organiser de manière plus intégrée l'espace aérien et l'espace urbain; estime que ces mesures doivent être combinées avec le développement de combustibles de substitution, tels que les biocombustibles et l'hydrogène, obtenus à partir de sources d'énergie renouvelables; appelle également la Commission à entreprendre des démarches au niveau international afin d'amener les nouveaux pays importateurs nets, tels que l'Inde et la Chine, à demander la constitution de réserves stratégiques de pétrole similaires à celles des pays de l'OCDE; demande en outre à la Commission et aux quinze États membres de prendre des mesures, dans le cadre de leurs relations avec les pays en développement, pour contribuer au développement à court et à moyen terme d'investissements de substitution, aussi bien dans le secteur des transports que dans celui de l'électricité;
