If a member is absent or unable to act, the association or council that appointed the member may appoint a temporary substitute member to act during the period that the member is absent or unable to act, and if the member who is absent or unable to act is a primary producer in Canada appointed from a list of nominees from a provincial cattle association, the temporary substitute member must be an active primary producer in Canada appointed from a list of nominees from that association.
