The study of these projects, as well as the efforts to achieve energy cooperation at regional level (in the areas of the Baltic, the Balkans, the Black Sea and the Mediterranean) continued benefiting in 1999 from Community financial support under the TEN-Energy programme (see Annex V - the list of the projects funded in 1999), the Synergy programme and the horizontal assistance programmes (PHARE, TACIS and MEDA).

In order to meet these challenges and without prejudging the forthcoming EU budget review, consideration should be given to setting up an integrated European funding framework to coordinate EU instruments for transport, such as the TEN-T programme and the TEN-T related contributions of the Cohesion and Structural Funds.

Stresses that the TEN-T programme, through investment in high European added value infrastructures, has a central role to play in the attainment of the objectives of the Europe 2020 Strategy; considers this programme to be essential for boosting the competitiveness of the EU as a whole, by creating the missing infrastructure and removing bottlenecks within the internal market; stresses that infrastructure projects also directly contribute to growth by stimulating employment during the building phase; underlines the role of the TEN-T programme for meeting the goals of adaptation to climate change by ensuring the future sustainability of the EU’s transport networks; welcomes the Commission's proposed increase of approximately EUR 85 million compared to the 2012 budget, but asks for further clarification on the proposed reduction by EUR 118 million as compared to the financial programming; recalls that the main TEN-T programme was fully executed in 2011, and points out that a final judgement on how commitments have been implemented and paid out on projects in the 2007-2013 financial framework can only be made in 2017;

Considers that the Trans-European Transport Network (TEN-T) Programme, as a means to ensure the efficient transport of people and resources, is a cornerstone of the Union's economy and a significant boost for the creation of employment and the global competitiveness of the EU as it moves out of recession. This strongly calls for a significant increase in funding and ambition for the TEN-T Programme. Without further delay, agreed TEN-T projects need to be proceeded with. The European Commission should call upon Member States to fulfil their obligations in this respect;

This will bring forward existing funds that would have been reallocated by the mid-term review of the multi-annual TEN-T programme in 2010; In parallel, the EIB will significantly increase its financing of climate change, energy security and infrastructure investments by up to € 6 bn per year, while also accelerating the implementation of the two innovative financial instruments jointly developed with the Commission, i.e. the Risk Sharing Finance Facility to support RD and the Loan Guarantee Instrument for TEN-T projects to stimulate greater participation of the private sector; The EBRD will more than double its efforts for energy efficiency, climate change mitigation and financing for municipalities and other infrastructure services.

Calls upon the Commission, with a view to achieving enhanced solidarity and prosperity, to clarify its intentions regarding the financial programming of 'Lifelong learning' and to treat it as a priority; considers that an increase in financial resources for four agencies (ERA, EMSA, EASA, GSA) should avoid any reduction in the TEN-T financial programme and therefore requests clarification on how the Commission intends to compensate the TEN-T programme in the years to come, so that the total financial envelope agreed for the TEN-Ts in the MFF is implemented;
