In order to help prospective buyers and tenants identify buildings that are equipped with high-speed-ready in-building physical infrastructure and that therefore have considerable cost-saving potential, and in order to promote the high-speed readiness of buildings, Member States should be able to develop a voluntary ‘broadband-ready’ label for buildings equipped with such infrastructure and an access point in accordance with this Directive.

The Commission considers that the measures in question should cover buildings, transport and industry, and should be designed: - to provide consumers with information * through the energy certification of buildings to inform prospective buyers, and subsequently prospective tenants, about the energy efficiency of the buildings in question * through energy audits in businesses to identify the improvements that can be made to energy installations and energy management - to encourage consumers to behave more responsibly * through the billing of heating, air-conditioning and hot-water costs on the basis of actual consumption rather than on a flat-rate basis (according to surface area or a share of the property) * through regular inspections of equipment which, because of their large numbers, have a significant effect on the energy balance: boilers and vehicles - to take the life expectancy of new buildings into account in relation to their thermal insulation - streamline public-sector authorization procedures for investments which can be financed by the energy savings they generate, i.e. third-party financing.
De l'avis de la Commission, ces mesures devraient couvrir les secteurs du bâtiment, du transport et de l'industrie et se rapporter aux domaines suivants : - l'information des consommateurs * par la certification des bâtiments qui informera les acheteurs, et ultérieurement les locataires d'un bâtiment sur les caractéristiques énergétiques de celui-ci; * par la réalisation d'audits énergétiques dans les entreprises qui mettront en lumière les améliorations que l'on peut apporter aux installations et à la gestion énergétique des entreprises; - la responsabilisation des consommateurs * par la facturation des frais de chauffage, de climatisation et d'eau chaude sanitaire sur la base de la consommation réelle et non plus sur la base de critères forfaitaires (mètre carré, millième de copropriété,...) * par des inspections périodiques des équipements qui, de par leur grand nombre d'exemplaires, ont une incidence significative sur le bilan énergétique: chaudières et véhicules * prenant en compte la durée de vie des bâtiments neufs dans la problématique de leur isolation thermique * visant à assouplir, dans les services publics, les procédures d'autorisation des investissements qui peuvent être financés par les économies d'énergie qu'ils engendrent, c'est-à-dire le financement par tiers ou "Third party financing"/.
