16. Draws the attention of the Member States and the Commission to the fact that after 2020, even though there will be fewer and fewer people of working age, active inclusion policies will nonetheless be needed for these people, and that there will be ever-greater competition for jobs, while the private sector will provide fewer and fewer jobs for those who are currently relatively low-skilled; recalls that even in some of the most affluent Member States (e.g. Denmark and Luxembourg), long-term unemployment is increasing alarming (nearly 12 million people in the EU are classified as long-term unemployed, representing 5 % of the workforce, and 59 % of them have been out of work for two years); calls on the Commission, in cooperation with the Member States, to seek practical, bridging employment solutions for particularly low-skilled and unskilled workers and/or to help them find work again, which will necessitate a new approach, together with not only long-term strategies but also short-term measures, such as forms of income support, to prevent the social exclusion of the most disadvantaged groups, and the adjustment of existing tools such as the European Regional Development Fund (ERDF) and the ESF in order to prevent permanent long-term unemployment, a recurrence of the recent population outflow towards more developed regions, in particular of people above the age of 50 and young people, and a lasting increase in that outflow; calls on the Commission to measure the accessibility of private-sector jobs for particularly low-skilled workers, and to establish which new jobs not requiring any qualifications could be created in the short term until 2020;
16. fait remarquer aux États membres et à la Commission qu'après 2020, malgré la baisse de la population active, des politiques actives d'inclusion resteront nécessaires et que l'on observera une concurrence accrue pour les emplois, ainsi qu'un recul du nombre de postes proposés par le secteur privé aux travailleurs moins qualifiés; rappelle que, même dans certains des États membres les plus riches (par exemple le Danemark et le Luxembourg), le chômage de longue durée connaît également une croissance alarmante (près de 12 millions de personnes dans l'Union européenne sont considérées comme étant au chômage de longue durée, ce qui correspond à 5 % de la population active, 59 % de ces personnes étant sans emploi depuis deux ans); invite la Commission, en coopération avec les États membres, à rechercher des solutions pratiques pour augmenter le niveau d'emploi des travailleurs particulièrement peu qualifiés et non qualifiés et à les aider à retrouver du travail, ce qui nécessitera une nouvelle approche, accompagnée non seulement de stratégies à long terme, mais également de mesures à court terme, telles que des formes d'aide au revenu pour éviter l'exclusion sociale des catégories plus défavorisées, ainsi qu'une adaptation des instruments existants, tels que le Fonds européen de développement régional ou le Fonds social européen, pour prévenir le chômage de longue durée, une recrudescence des flux récents de population vers des régions plus développées, notamment chez les plus de 50 ans et chez les jeunes, ainsi que l'augmentation continue de ce flux; demande à la Commission d'évaluer l'accessibilité aux emplois du secteur privé pour les travailleurs très faiblement qualifiés, et de déterminer les nouveaux emplois non qualifiés qui pourraient être créés à court terme d'ici 2020;

29. Is convinced that the lack of democracy is one of the fundamental causes of political instability in the region and that respect for human rights and basic democratic principles is the strongest safeguard in the long term against chronic instability in the countries of the MENA region; calls on the EU and its Member States not to view the MENA region through the lens of short-term security threats only and to provide active and sustainable support to the democratic aspirations of societies in the region; highlights the need for balanced action to be taken, in the framework of a holistic and ambitious approach for democracy, to couple the security policy with that on human rights, which is one of the EU’s priorities; stresses the importance of enhancing long–term stability in the MENA region through continuing EU support to civil society, notably though the European Instrument for Democracy and Human Rights (EIDHR) and the ENI Civil Society Facility, as well as through new pro-democracy tools such as the European Endowment for Democracy (EED); calls on the Member States, in a spirit of solidarity and commitment, to provide the Endowment's budget with sufficient funding to ensure the most flexible and effective support for local actors of democratic change in the region; calls on the EEAS to redouble its efforts to spread and explain European values, in particular through its regular contacts with the authorities and, at the same time, with representatives of civil societies;

In general terms, the regions concerned are very heterogeneous in terms of income, labour market dynamics, infrastructure and human resources. In comparative EU terms, the regions on the Greek mainland are in the most difficult situation economically, the Greek island regions and the East German Länder the most backward, and the remaining regions relatively well developed.
Dans l'ensemble, les régions concernées sont très hétérogènes en ce qui concerne le revenu, le dynamisme du marché de l'emploi, les infrastructures et le capital humain et, comparativement à l'UE, les régions grecques de l'arrière‑pays connaissent la situation économique la plus difficile, les régions insulaires grecques et les régions d'Allemagne orientale accusent un retard de développement, les autres régions étant relativement bien développées.

The second group consists of Greek Aegean border regions, the new German Länder which lag behind in terms of economic performance and sufferg from the persistence of high unemployment rates; the Burgenland also belongs to this group in terms of income (GDP) per capita.
