The EU rural development policy is based on an integrated territorial approach, which recognises the interdependence of sectoral and horizontal policies, acknowledges regionally and locally distinctive characteristics and priorities, and puts emphasis on the active involvement and participation of local communities.

Welcomes the introduction of new tools for coordinating stakeholders and integrating EU policies, and for focusing investments on the real needs on the ground, such as the Integrated Territorial Investments and the Community-Led Local Development instruments, seeking balanced territorial development; points to the importance of adopting instruments for assessing the territorial impact of policies, the main objective of which is to consider the territorial impact of EU policies on local and regional authorities, and to draw greater attention to that impact in the legislative process, while noting the existing challenges to implementing integrated territorial approaches, given the remaining regulatory differences across the EU funds and the greatly varying degree of empowerment of regional and local communities among Member States and managing authorities; calls for an overall, integrated EU investment strategy, and a strengthening of the EU Territorial Agenda 2020, adopted under the Hungarian Presidency in 2011 and scheduled to be evaluated by the presidencies of 2015, which includes the EU Urban Agenda; is of the opinion that particular attention should be paid to strengthening the role of small- and medium-sized urban areas;

A "balanced approach"[6] means "an approach under which Member States consider all the available measures to address the noise problem at an airport in their territory, namely the foreseeable effect of a reduction of aircraft noise at source, of land-use planning and management, of noise abatement operational procedures and of operating restrictions" (Article 2 g)).

6. Points out that closer coordination of local actors could help strengthen rural economies, especially in the most vulnerable regions, including the mountain regions, and in the most distant among them, such as the outermost regions; emphasises that territories could benefit from a better organisation with a view to identifying the full potential their resources (including latent resources) offer, in the interests of all the actors linked by a relationship of interdependence and solidarity (i.e. those involved in the agriculture sector, handicrafts and craftsmanship, tourism, heritage, and including producer’s organisations, associations and chambers of commerce, etc); notes that the purpose of this strategic coordination is to tap resources by incorporating and going beyond a sectoral or single- industry approach and instead call for the employment of territorial approaches which generate new revenue at territorial level through the marketing of sets of complementary goods and services which reflect the specific characteristics of each territory; stipulates in this regard that this territorial governance shall back firmly the creation, development and improvement of work to promote farm and food products covered by existing quality schemes based on defence of intellectual property, and at the same time as promoting high quality services (which do not benefit from official European recognition), with enhanced mutual promotion of farm produce and services, and all parties demonstrating solidarity so that all goods and services from their own local area are promoted;
6. affirme que l'amélioration de la coordination des acteurs locaux peut contribuer à stimuler les économies locales essentiellement dans les régions les plus fragiles, y compris les régions montagneuses, et dans les plus éloignées, comme les régions ultrapériphériques; souligne que les territoires pourraient tirer profit d'une meilleure organisation en vue d'en révéler tout le potentiel de ressources (ressources latentes comprises), dans l'intérêt de tous les acteurs placés dans des relations d'interdépendance et de solidarité (qu'ils soient agricoles, artisanaux, touristiques, patrimoniaux, dont organisations de producteurs, associations, chambres de commerce); note que ces convergences stratégiques d'acteurs ont pour vocation de capter des ressources en reprenant et en allant au-delà des seules logiques sectorielle ou de filière pour se positionner sur des logiques territoriales autorisant de nouvelles rentes de qualité territoriale à partir d'ensembles de biens et de services complémentaires et correspondant aux spécificités de chaque territoire; précise à ce titre que cette gouvernance territoriale appuie fermement la création, le développement et le renforcement de la promotion des produits agricoles et alimentaires placés sous les régimes de qualité existants, fondés sur la défense de la propriété intellectuelle, et en même temps que la promotion de services de qualité (qui ne bénéficie pas de reconnaissance européenne officielle), la promotion des denrées agricoles et des services se renforçant mutuellement, tous les acteurs assurant par des comportements solidaires la promotion de tous les biens et services de leur propre territoire de vie;

18. Believes that the mainstreaming of the ‘territorial cooperation’ objective with the ‘convergence’ and ‘competitiveness and employment’ objectives is needed; calls for the programming to be better coordinated than it has been before; suggests that regional operational programmes should have the option to take an interest and participate in the cross-border, transnational and interregional projects that concern them by defining a territorial approach to the allocation of funding, for the benefit of priority projects, like the connection to the trans-European networks in border regions, identified in advance and in consultation with their partners in the programmes, in accordance with the principles of multi-level governance and partnership, which will allow better exploitation of the potential of territorial cooperation thanks to the relations developed among private and public actors across borders;
18. est d'avis que l'intégration de l'objectif «coopération territoriale» avec les objectifs «convergence» et «compétitivité et emploi» est nécessaire; souhaite que la programmation soit mieux coordonnée qu'elle ne l'a été par le passé; suggère que les programmes opérationnels régionaux aient la possibilité de s'intéresser et de participer aux projets transfrontaliers, transnationaux et interrégionaux qui les concernent, en définissant une approche territoriale de l'attribution des crédits et ceci au bénéfice de projets prioritaires, comme le raccordement aux réseaux transeuropéens de transport dans les régions frontalières, préalablement définis et concertés avec leurs partenaires des programmes, dans le respect des principes de la gouvernance multiniveaux et du partenariat, ce qui permettra une meilleure exploitation du potentiel de la coopération territoriale grâce aux relations que les acteurs privés et publics développeront par-delà les frontières;
