Calls on the Commission to support Member States in carrying out a communication campaign to raise the awareness of young people and of supervisory staff as regards issues of radicalisation; stresses that training and awareness-raising campaigns should give priority to early intervention, in order to protect individuals and avoid any risk of radicalisation; calls on the Member States to provide educational staff with special training and appropriate tools enabling them to detect any worrying changes in behaviour, identify circles of complicity which amplify the phenomenon of radicalisation through imitation, and properly supervise young people who are at risk of being recruited by terrorist organisations; further encourages the Member States to invest in and financially support specialised facilities in the proximity of schools that serve as contact points enabling young people, but also their families and teachers and relevant experts, to engage in extracurricular activities open to families, including psychological counselling; stresses the importance of there being clear guidance in this area so as not to compromise the primary role of teachers, youth workers and others for whom the wellbeing of the individual is the primary concern, since excessive intervention by public authorities could be counterproductive;
33. demande à la Commission d'encourager les États membres à entreprendre une campagne de communication pour sensibiliser les jeunes, mais également le personnel encadrant, aux questions de radicalisation; souligne que les formations ou les campagnes de sensibilisation doivent être axées en priorité sur une intervention précoce, afin de protéger les individus et de les détourner de tout risque de radicalisation; encourage les États membres à fournir au personnel enseignant une formation spéciale et des outils appropriés lui permettant de détecter d'éventuels changements de comportement suspects, de repérer les cercles de complicité qui amplifient le phénomène de radicalisation par effet de mimétisme et d'encadrer de manière adéquate les jeunes exposés au risque d'un recrutement par des organisations terroristes; encourage également les États membres à investir et à apporter un soutien financier en faveur de structures spécialisées situées à proximité des écoles et faisant office de points de contact permettant aux jeunes, mais aussi à leurs familles, aux enseignants et aux experts concernés, d'organiser des activités extrascolaires ouvertes aux familles, notamment un soutien psychologique; souligne l'importance de disposer d'instructions claires dans ce domaine afin de ne pas compromettre le rôle premier des enseignants, des éducateurs et des autres acteurs dont le souci principal est le bien-être de la personne, étant donné qu'une intervention excessive des autorités publiques pourrait être contreproductive;

He has modified his stance since the election campaign and shortly after being sworn, in he issued a regulation extending the period in which the methods used to date in dealing with terrorists may be employed.
