Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. Recalls that, in its resolution of 5 May 2010 , on discharge to Parliament for the financial year 2008, Parliament deplores the great number (88 out of 452) and significant proportion of outstanding actions in respect of the audit carried out by the Internal Auditor on the internal control framework; notes with satisfaction the replies by the Secretary-General to the discharge questionnaire according to which, in the opinion of the Directors General, considerable progress took place in the implementation of the action items adopted by them: by the end of 2010 they considered 51 actions to have been fully implemented (including all of the 4 critical actions), 31 actions to have been partially implemented, whilst for 6 actions most of the work still needed to be done; requests however that the assessment and validation by its Internal Auditor of these self-assessments be included in its forthcoming annual report; also requests the Secretary-General to report on a six monthly basis to the Committee on Budgetary Control on all outstanding actions;

In the context of COST decisions to authorize RD institutes in non-COST countries to participate in individual actions, the Committee approved the following participation: Romania: National Institute of Meteorology and Hydrology of Bucharest Participation in Action 75: "Advanced weather radar systems" Russia: Moscow State Automobile Road Technical University participation in Action 319: "Estimation of pollutant emissions from transport" The Committee approved the extension of the following actions: C O S T 3 2 3 : Weighing in motion of road vehicles (for two and a half years) C O S T 3 2 5 : Road monitoring (for seven months) C O S T 5 1 1 : Interaction of microbial systems with industrial materials: second round (for one year) C O S T 8 1 4 : Crop development for cool and wet regions of Europe: second round (for four years) The Committee approved the following new actions: COST 40: ESS (European Sea Level Observing System) COST E7: Multi-phase flows in paper-making COST 332: Transport and land-use policies Other new actions were approved in principle by the Committee, in some cases subject to finalization of their technical annexes: COST F2: (previously G3) Electrochemical sensors for flow measurements COST 828: Seed science in the field of genetically controlled stress physiology COST E8: Mechanical performance of wood and wood products COST G4: Multidisciplinary chestnut research The Committee's response to the requests by Romania and Malta to become members of COST was entirely positive.
