It is about time the Council and the Commission got round to expressing forthright criticism of these anti-missile schemes, and, together with two colleagues, I have tabled a declaration expressing opposition to this system.

Considers that the EU obsession with launching a comprehensive new round of multilateral trade negotiations at the fourth WTO ministerial conference in Doha, Qatar in November 2001, when there is so much unsatisfactory and unfinished business remaining from the last Uruguay Round, is misguided; in view of the well-founded doubts and criticisms expressed by a large number of developing countries towards the EU position, and the evident lack of enthusiasm for such an initiative on the part of the new US administration, calls on the Member States to instruct the Commission not to persist with its demand for the launch of a comprehensive new trade round;
14. juge déplacé le souci permanent de l'UE de lancer un nouveau cycle complet de négociations commerciales multilatérales au cours de la 4 réunion ministérielle de l'OMC à Doha au Quatar au mois de novembre 2001, alors qu'il y a tant de dossiers peu satisfaisants et en suspens depuis le dernier Uruguay Round; demande aux États membres de l'UE, compte tenu des doutes et critiques parfaitement fondés émis par un grand nombre de pays en voie de développement à l'égard de la position de l'UE et du manque évident d'enthousiasme de la nouvelle administration américaine pour une telle initiative, d'inviter la Commission à renoncer à sa demande de nouveau cycle commercial complet;
