Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Where any new exporting producer in the People's Republic of China provides sufficient evidence to the Commission that: (a) it did not export to the Union the product described in paragraph 1 in the period between 1 July 2009 and 30 June 2010 (original investigation period), (b) it is not related to any exporter or producer in the People's Republic of China which is subject to the anti-dumping measures imposed by this Regulation, (c) it has actually exported to the Union the product concerned or it has entered into an irrevocable contractual obligation to export a significant quantity to the Union after the end of the original investigation period, the Commission may amend the Annex I by adding the new exporting producer to the cooperating companies not included in the sample of the original investigation and thus subject to the weighted average duty of not exceeding 56.9 %.

In order to achieve the objectives of Regulation (EC) No 111/2005, as amended by this Regulation, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission to set out the conditions for granting licences and registration and for determining cases where a licence or a registration is not required, to establish the criteria to determine how the licit purposes of the transaction may be demonstrated, to determine the information that is required by the competent authorities and by the Commission to allow them to monitor export, import or intermediary activities of operators, to determine the lists of the countries of destination to which exports of scheduled substances of Categories 2 and 3 of the Annex to Regulation (EC) No 111/2005 are to be preceded by a pre-export notification, to determine simplified pre-export notification procedures and to establish the common criteria to be applied by the competent authorities, to determine simplified export authorisation procedures and to establish the common criteria to be applied by the competent authorities, and to adapt the Annex to Regulation (EC) No 111/2005 in order to respond to new trends in diversion of drug precursors and to follow any amendment to the tables in the Annex to the United Nations Convention.

104 (1) If a person registered under section 23 exported a softwood lumber product from a region during the period beginning on October 12, 2006 and ending on the day before the day on which subsection 12(3) comes into force and the registered person would require an export allocation under paragraph 6.3(3)(b) of the Export and Import Permits Act in order to export the same product from that region on that day, the Minister shall refund the registered person the amount, if any, by which the amount that the registered person paid under section 10 in respect of the export of the product exceeds the amount that the registered person would have been required to pay in respect of the export of that product under that section if subsection 12(3) applied to that export.

(a) a written undertaking dated and signed by the exporter, or by their duly authorized representative, stating that the exporter assumes responsibility for the removal of the substance from the country of destination and any related costs, including the transportation, care, control and storage of the substance, in the event that the exporter exports the substance in contravention of any conditions set out in the export permit or if the export takes place after the export permit has expired or been cancelled;

Subject to sections 14, 15, 17 and 18, remission is hereby granted of one half of the fee paid by an exporter under section 4 or 8.1 for the granting of a permit where the total exports of softwood lumber products by all exporters in any quarter of a year do not exceed 28.75 per cent of the established base and the total exports of softwood lumber products by all exporters during that year do not exceed the established base, on condition that the total of the export quantities for which remission is made and the exports for which no fees were paid pursuant to sections 4 and 8.1 does not exceed the total of 14.7 billion board feet and an additional quantity as defined in subsection 8(1).

When an exporter is due to export a chemical referred to in paragraph 1 from the Union to a Party or other country for the first time on or after the date on which it becomes subject to this Regulation, the exporter shall notify the designated national authority of the Member State in which he is established (the ‘exporter’s Member State’), no later than 35 days before the expected date of export.

It is necessary to ensure that food and feed exported or re-exported from the Community complies with Community law or the requirements set up by the importing country. In other circumstances, food and feed can only be exported or re-exported if the importing country has expressly agreed. However, it is necessary to ensure that even where there is agreement of the importing country, food injurious to health or unsafe feed is not exported or re-exported.
