Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

Among the varied phenomena of the syndrome, patients complain most frequently of loss of emotions and feelings of estrangement or detachment from their thinking, their body, or the real world. In spite of the dramatic nature of the experience, the patient is aware of the unreality of the change. The sensorium is normal and the capacity for emotional expression intact. Depersonalization-derealization symptoms may occur as part of a diagnosable schizophrenic, depressive, phobic, or obsessive-compulsive disorder. In such cases the diagnosis should be that of the main disorder.

In the Hague Programme of 4-5 November 2004, the European Council acknowledged the need for the EU to contribute, in a spirit of shared responsibility to a more accessible, equitable and effective international protection system in partnership with third countries and to provide access to protection and durable solutions at the earliest possible stage. A distinction was drawn between the differing needs of countries in regions of transit and countries in regions of origin. Countries in regions of origin and transit will be encouraged in their efforts to strengthen their capacity for the protection of refugees. On countries and regions of origin, the European Council further invited the Commission to develop EU Regional Protection Programmes in partnership with the third countries concerned and in close consultation and cooperation with UNHCR. These programmes should build on experience gained in pilot protection programmes to be launched before the end of 2005. These programmes will incorporate a variety of relevant instruments, primarily focused on capacity building, and include a joint resettlement programme for those Member States which may be ready to participate in such a programme on a voluntary basis. With regard to countries of transit, the European Council emphasised the need for intensified cooperation and capacity building, both on the southern and eastern borders of the EU to enable those countries better to manage migration and to provide adequate protection for refugees.
2. A Member State requesting or receiving financial assistance from one or several other States, the IMF, the EFSF, the EFSM or the ESM shall prepare in agreement with the Commission - acting in liaison with the ECB and, where appropriate, with the IMF - a draft macroeconomic adjustment programme which shall build on and substitute any economic partnership programmes under Regulation (EU) No ./2012 [on common provisions for monitoring and assessing draft budgetary plans and ensuring the correction of excessive deficit of the Member States in the euro area], which shall also include annual budgetary target. The draft macroeconomic adjustment programme shall addresses the specific risks emanating from that Member State for the financial stability of the euro area and shall aim at rapidly re-establishing a sound and sustainable economic and financial situation and restoring its capacity to finance itself fully on the financial markets. The draft macroeconomic adjustment programme shall be based on the assessment of the sustainability of the government debt and shall take due account of the recommendations addressed to the Member State concerned under Articles 121, 126, 136 and/or 148 TFEU - and its actions to comply with them - while aiming at broadening, strengthening and deepening the required policy measures. The draft macroeconomic adjustment programme shall respect the practices and institutions for wage formation and industrial relations in the Union and shall, where possible, take into account the national reform programme of the Member State concerned in the context of the Union strategy for growth and jobs. The draft macroeconomic adjustment programme shall fully observe Article 151 TFEU and Article 28 of the Charter of Fundamental Rights of the European Union.

La proposition de proroger d’un an le programme pluriannuel pour les entreprises et l’esprit d’entreprise se fonde sur le fait que les fonctions du programme seront assurées à l’avenir par le programme de relève, le «programme-cadre pour la compétitivité et l’innovation» (CIP), qui devrait couvrir la période 2007-2013, à l’égal des perspectives financières, ainsi que du septième programme-cadre de recherche, ce qui permet une meilleure coordination des programmes.

The background to the proposal to extend the multiannual programme for enterprise and entrepreneurship by one year is that the functions of the programme will in future be performed by its successor programme, the ‘Framework Programme for Competitiveness and Innovation’, which is planned to run from 2007–2013 to coincide with the financial perspective. The time–frame will therefore also coincide with the Seventh Research Framework Programme, which creates scope for better coordination between the programmes.

The Commission undertakes to incorporate them in the specific programmes subject to the following statement being included in the Council’s Minutes: ‘The Commission considers that the content of the amendments voted ‘en bloc’ by the Committee on Industry, External Trade, Research and Energy on 23 April 2002 in relation to the second reading of the Sixth Framework Programme, is broadly acceptable and can, subject to the appropriate editorial changes, be incorporated into the specific programme decisions implementing the Sixth Framework Programme and, as appropriate, in the Rules for Participation of Undertakings, research centres and universities for the implementation of the Framework Programme’.
La Commission s'engage à les reprendre dans les programmes spécifiques moyennant l'inscription de la déclaration suivante au procès-verbal du Conseil : "La Commission considère que les amendements votés en bloc par la commission ITRE le 23 avril 2002, en rapport avec la seconde lecture du sixième programme-cadre, sont largement acceptables et que, moyennant les changements stylistiques nécessaires, ils peuvent être incorporés dans les décisions de programmes spécifiques mettant en œuvre le sixième programme-cadre et, lorsque besoin est, dans les règles de participation des entreprises, des centres de recherche et des universités au programme-cadre".
