Does the Commission realise that by acting in such a fashion it would deprive the above-mentioned Member States (in particular the Czech Republic) of their self-sufficiency and make them dependent on imports of more expensive sugar from abroad, whereas the countries in question are capable of manufacturing high-quality sugar cheaply and would be fully competitive if a level playing-field existed? Furthermore, does the Commission not think that such a state of affairs would completely undermine one of the stated aims of the reform, which is to switch sugarbeet cultivation and sugar manufacturing to productive, competitive parts of the EU?

It is to be welcomed that this mid-term review has triggered off a fresh debate about the reform of the common agricultural policy and the need for changes in various areas, and in particular the establishment of a permanent support system for dried fruit, safeguarding the origin of oils, the COM in bananas and other areas, recalling the principle of sovereignty and food safety and the need to review the export section of the CAP. However, what is not so good is that it emphasises the principle of cofinancing, which could undermine the application of the CAP and above all affect less-developed areas, which we cannot accept.

If this interpretation is correct, the consequences would be undesirable as the procurement rules would undermine sustainable development and action in favour of the environment in the EU.

I think that the way in which the work was carried out and the intensity of the debates that were held on this very sensitive issue justified holding the meeting. What was at stake, and this was the reason for insisting on holding the meeting, was the continuation of the Barcelona process, which remains so important, even though it has suffered as a result of the situation in the Middle East. Nevertheless, it remains a powerful concept for the future, a long-term strategic idea that we must not allow to be undermined by the current tragedies, however heartrending they may be.
