It can be differentiated from postencephalitic syndrome (F07.1) and postconcussional syndrome (F07.2) by its different etiology, more restricted range of generally milder symptoms, and usually shorter duration.

Garry Breitkreuz: Concernant la demande de propositions (DP) pour le contrat de diversification des modes de prestation des services (DMPS) du Système canadien d'enregistrement des armes à feu (SCEAF) qui a finalement été adjugé à Team Centra (un consortium formé du groupe CGI et de BDP (Business Data Services Limited) en 2002: a) les soumissionnaires devaient-ils accepter de verser, pour défaut de mettre en service leur système, une pénalité de 30 000 $ par jour après la date de prise d’effet du service (DPES) pour payer deux fournisseurs, E.D.S. of Canada Ltd (EDS) et Team Centra, simultanément, et, si oui, cette clause ou une clause pénale semblable a-t-elle été reprise dans le contrat entre Team Centra et la Couronne; b) quelle était la date officielle de notification du contrat (DNC) prescrite dans la DP; c) quelle était la DPES exacte; d) conformément aux modalités de la DP, combien Team Centra a-t-elle versé à la Couronne après la DPES prévue au contrat; e) combien la Couronne a-t-elle versé à EDS, Team Centra, le groupe CGI et BDP depuis la DPES initiale prévue au contrat de DMPS passé avec Team Centra; f) quels résultats attendus ont été fournis par EDS en retour de ces versements; g) quels résultats attendus ont été fournis par Team Centra en retour de ces versements; h) le chevauchement anticipé des deux systèmes (SCEAF I et SCEAF II) est-t-il toujours conforme aux modalités de la DP; i) était-il entendu dans la DP que l’ « Intégrateur des systèmes » ne serait pas payé avant la livraison du système et, si oui, quand le système a-t-il été livré et combien de frais mensuels courants ont été exigés de la Couronne par Team Centra, le groupe CGI et BDP et pourquoi ont-ils été exigés; j) les essais d’acceptation par l’utilisateur ont-ils été effectués dans le code d’application de Team Centra; k) quelle a été l’utilité de la demande de modification de EDS visant à intégrer les modifications du projet de loi C- ...

I would also note, as the rapporteur rightly mentioned, that the sanctions are proportionate; the aim is to impose penalties for gross negligence, and to ensure that these penalties fit the crime. What we want is not to turn people into criminals, but to make them aware of their responsibilities.
J’ajoute, comme l’a très bien dit Mme le rapporteur, que les sanctions sont proportionnées: il s’agit de sanctionner des négligences graves et il s’agit bien sûr de proportionner nos sanctions. Il ne s’agit pas de criminaliser, mais bien de responsabiliser, Monsieur le Président.

Member States shall lay down penalties for infringements of national provisions adopted in application of this Directive and shall take all necessary measures to ensure that these are enforced. These penalties must be effective, proportionate and constitute a deterrent.
Les États membres déterminent le régime des sanctions applicables aux violations des dispositions nationales prises en application de la présente directive, et prennent toute mesure nécessaire pour assurer la mise en œuvre de celles-ci. Many states imposed the death penalty for these offences when they transposed the conventions into their national law. Those states include China, Malaysia, Vietnam, Singapore, Kuwait, Iran, Thailand, the Philippines and Indonesia.
