Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Definition: A depressive episode, which may be prolonged, arising in the aftermath of a schizophrenic illness. Some schizophrenic symptoms, either positive or negative , must still be present but they no longer dominate the clinical picture. Definition: A disorder characterized by impairment of memory, learning difficulties, and reduced ability to concentrate on a task for more than brief periods. There is often a marked feeling of mental fatigue when mental tasks are attempted, and new learning is found to be subjectively difficult even when objectively successful. None of these symptoms is so severe that a diagnosis of either dementia (F00-F03) or delirium (F05.-) can be made. This diagnosis should be made only in association with a specified physical disorder, and should not be made in the presence of any of the mental or behavioural disorders classified to F10-F99. The disorder may precede, accompany, or follow a wide variety of infections and physical disorders, both cerebral and systemic, but direct evidence of cerebral involvement is not necessarily present. It can be differentiated from postencephalitic syndrome (F07.1) and postconcussional syndrome (F07.2) by its different etiology, more restricted range of generally milder symptoms, and usually shorter duration.

Content of the national legislation: The provisions of 4.1 and 6.2 do not apply to cylinders and pressure drums of gases of Class 2, provided (i) these cylinders and pressure drums are constructed and tested in accordance with the IMDG Code; (ii) these cylinders and pressure drums are used in accordance with the IMDG Code; (iii) these cylinders and pressure drums were transported to the consignor by means of multimodal transport, including maritime carriage; (iv) the transport of these cylinders and pressure drums to the final user consists only of a single transport journey, completed within the same day, from the consignee of the multimodal transport operation (referred to in (iii)); (v) these cylinders and pressure drums are not refilled within the State and are returned nominally empty to the country of origin of the multimodal transport operation (referred to in (iii)); and (vi) these cylinders and pressure drums are distributed locally within the State in small quantities.

Bill Graham (ministre de la Défense nationale, Lib.): Monsieur le Président, tel qu’il a été convenu avec le député, le ministère a interprété comme suit la question inscrite au Feuilleton à l’origine: en ce qui a trait à des essais de l’agent orange et de l’agent pourpre, ou d’autres herbicides par l’armée canadienne, est-ce que des produits chimiques ont fait l’objet d’essais par l’armée canadienne à la BFC Shilo et à la BFC Petawawa et, le cas échéant: a) en quelle(s) année(s); b) quels ont été les produits chimiques mis à l’essai; c) où ces produits chimiques ont-ils été mis à l’essai; d) y a-t-il d’autres endroits où ces produits chimiques ont été entreposés sans être mis à l’essai; e) quels furent les genres d’essais effectués et combien de fois; f) quelles ont été les quantités de ces produits chimiques entreposées respectivement à la BFC Shilo et à la BFC Petawawa, et pendant combien de temps; g) y a-t-il eu transport de ces produits chimiques entre la BFC Shilo et la BFC Petawawa; h) les militaires étaient-ils au courant de ce qu’impliquait le transport ou l’entreposage de ces produits chimiques à ces deux bases ou entre ces deux bases; i) y avait-il une politique sur la sécurité entourant ces produits chimiques au moment de l’entreposage ou des essais; j) combien de fois le protocole prévu par les règlements de sécurité touchant ces produits chimiques a-t-il été modifié depuis les années 1960; et, k) la politique actuelle diffère-t-elle grandement des politiques militaires des années 1960, 1970, 1980 et 1990, et, si c’est le cas, en quoi diffère-t-elle?

(2) The particular geographical situation of Madeira and the Azores imposes additional transport costs in supplying essential products for human consumption, for processing and as agricultural inputs. In addition, objective factors arising as a result of insularity impose further constraints on economic operators and producers in these islands that severely handicap their activities. These handicaps can be alleviated by lowering the price of these essential products. It is therefore appropriate to introduce specific supply arrangements to guarantee supply to these islands and compensate for the additional costs arising from their remoteness, insularity and outermost location.
(2) La situation géographique exceptionnelle de Madère et des Açores, par rapport aux sources d'approvisionnement en produits essentiels à la consommation humaine, à la transformation et en tant qu'intrants agricoles, impose dans ces régions des surcoûts d'acheminement; en outre, des facteurs objectifs liés à l'insularité imposent aux opérateurs et producteurs de ces archipels des contraintes supplémentaires qui handicapent lourdement leurs activités; ces handicaps peuvent être allégés en abaissant les prix desdits produits essentiels; ainsi, il est approprié, afin de garantir l'approvisionnement des archipels et de pallier les surcoûts induits par l'éloignement, l'insularité et l'ultrapériphéricité de ces régions, d'instaurer un régime spécifique d'approvisionnement.

The application of these arrangements nevertheless has limits. It is impossible, for instance, to benefit from transport investment aids in these regions under the regional aid framework, and in the absence of a de minimis rule in this sector notification has to be given of all aid measures in the transport sector.
L'application de ces dispositions connaît toutefois des limites - par exemple, l'impossibilité de bénéficier d'aides à l'investissement en moyens de transport dans ces régions au titre de l'encadrement des aides à finalité régionale, ou encore, la nécessité de notifier toutes les mesures d'aides dans le secteur des transports, en l'absence de règle "de minimis" dans ce secteur.
