− (PT) I am voting for this report, firstly because it is a substantial improvement on the current bilateral agreements between Member States and Canada, which are quite restricted, and secondly because of the significant improvement that it offers in terms of services and air connections between the two markets, with the resulting economic, environmental, security, passenger transport, competition and legal benefits, amongst other things.
− (PT) Je vote pour ce rapport, d’abord parce qu’il constitue une amélioration significative par rapport aux accords bilatéraux actuels entre les États membres et le Canada, très restreints à ce jour, et ensuite parce qu’il apporte de grandes améliorations en matière de services et de liaison entre les deux marchés et qu’il aura des répercussions positives pour l’économie, l’environnement, la sécurité, le transport des passagers, la concurrence et les aspects juridiques, entre autres.

The remarkable thing about this is that we really are taking account of the region's specific interests, and doing so not merely from the standpoint of our European interests or coupled with them, but by actually including the Russian dimension in the discussions and taking it into consideration, just as we do with Canada. I want to say how grateful I am for that, because it broadens to some degree the somewhat narrow view that we in Europe sometimes take, and which leads us to focus on purely European interests.
Ce qu'il y a de particulier dans cette démarche, c'est la prise en considération des intérêts spécifiques des régions et ce, pas uniquement en association ou sous l'angle de nos intérêts européens. En effet, dans toutes les réflexions, il y a une véritable intégration et prise en compte de la dimension de la Russie, tout comme du Canada.

CONCLUSION Much as I welcome the Council's recent decisions against Canada, in particular those cancelling a series of meetings and measures involving Canada, or postponing them until this matter has been settled, showing that the Member States and the Commission can count on the solidarity required to denounce this act of piracy, I am still convinced that a significant initiative is needed on Canada's part before things can get back to normal; this can only mean restoring the situation as it was prior to 3 March.
CONCLUSION. Autant je me réjouis des dernières décisions du Conseil à l'encontre du Canada, notamment celles visant à annuler ou reporter après le dénouement de cette affaire toute une série de réunions et mesures vis à vis du Canada ce qui démontre la solidarité nécessaire entre les Etats membres et la Commision pour dénoncer cet acte de piraterie; autant je persiste a considéré que le retour à la normalité doit être précedé d'une initiative significative du coté canadien. Cette initiative ne peut être qu'un retour à la situation d'avant le 3 mars 1995.
