Underlines the need for an in-depth analysis of each specific situation prior to the adoption of sanctions in order to assess the potential impact of different sanctions, and to determine which are the most effective in the light of all other relevant factors and comparable experiences; considers that such prior analysis is all the more justified since it is difficult to backtrack once the sanctions process has been initiated without undermining the EU's credibility and the expression of the EU's support for the population of the target third country, given the fact that the country's authorities can instrumentalise the EU decision; takes note in this respect of the current practice whereby the appropriateness, nature and effectiveness of the proposed sanctions are discussed in the Council on the basis of assessment by the EU Heads of Mission in the country concerned, and calls for the inclusion of an independent expert's report in such assessment;

The Council: - considers that priority should be given to the above areas in the implementation of youth cooperation activities with third countries; - stresses the need to cooperate closely in this area with the Council of Europe and other international organizations; - encourages the exchange, with the assistance of the Commission, of experience and good practice, resulting from existing co-operation with particular third countries and regions in the field of youth; - invites the Commission to inform it of the follow up and evaluation of the activities developed during the preliminary phase of the implementation of Action D in the "Youth for Europe" programme; - invites the Commission to strengthen the connection between the activities developed in the framework of the "Youth for Europe" programme and those that may develop in the framework of other Community programmes that envisage co-operation with third countries, and in so doing to take account of the existence in the Community of structures which could be called on to make their financial contribution to such activities; - instructs the Permanent Representatives Committee to follow up actions which take place in the context of the present Resolution - insofar as these actions are not covered by the "Youth for Europe" programme and without prejudice to other legislative initiatives from the Commission - and, if necessary, to prepare appropriate guidelines for their further development".
3. Le Conseil : - considère qu'il faudrait donner la priorité aux domaines susmentionnés dans la mise en oeuvre des actions de coopération avec les pays tiers dans le domaine de la jeunesse ; - souligne la nécessité d'une coopération étroite dans ce domaine avec le Conseil de l'Europe et d'autres organisations internationales ; - encourage, avec l'aide de la Commission, l'échange d'expériences et de bonnes pratiques découlant de la coopération déjà acquise avec des pays tiers et régions particuliers dans le domaine de la jeunesse ; - invite la Commission à l'informer du suivi et de l'évaluation des activités menées pendant la phase préliminaire de la mise en oeuvre de l'action D du programme "Jeunesse pour l'Europe" ; - invite la Commission à renforcer le lien entre les actions réalisées dans le cadre du programme "Jeunesse pour l'Europe" et celles qui pourraient être menées dans le cadre d'autres programmes communautaires prévoyant une coopération avec des pays tiers, en tenant compte de l'existence dans la Communauté et dans les pays tiers de structures qui pourraient être appelées à apporter leur concours financier à de telles activités. - charge le Comité des Représentants permanents d'assurer le suivi des actions qui se déroulent dans le contexte de la présente résolution - dans la mesure où ces actions ne sont pas couvertes par le programme "Jeunesse pour l'Europe" et sans préjudice d'autres initiatives législatives de la Commission - et d'élaborer, le cas échéant, des orientations appropriées pour leur développement ultérieur".
