Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

In 2010, the European Parliament and the Council adopted three Regulations establishing the ESAs: Regulation (EU) No 1093/2010 of the European Parliament and of the Council (4) establishing the European Supervisory Authority (European Banking Authority), Regulation (EU) No 1094/2010 of the European Parliament and of the Council (5)establishing the European Supervisory Authority (European Insurance and Occupational Pensions Authority) (‘EIOPA’), and Regulation (EU) No 1095/2010 of the European Parliament and of the Council (6) establishing the European Supervisory Authority (European Securities and Markets Authority) (‘ESMA’) as part of the ESFS.

Le coordinateur en informe également les autorités compétentes qui ont agréé les entités réglementées du groupe et les autorités compétentes de l’État membre dans lequel la compagnie financière holding mixte a son siège social, ainsi que le comité mixte des autorités européennes de surveillance (AES) institué respectivement par l’article 54 du règlement (UE) no 1093/2010 du Parlement européen et du Conseil du 24 novembre 2010 instituant une Autorité européenne de surveillance (Autorité bancaire européenne) (20), du règlement (UE) no 1094/2010 du Parlement européen et du Conseil du 24 novembre 2010 instituant une Autorité européenne de surveillance (Autorité européenne des assurances et des pensions professionnelles) (21) et du règlement (UE) no 1095/2010 du Parlement européen et du Conseil du 24 novembre 2010 instituant une Autorité européenne de surveillance (Autorité européenne des marchés financiers) (22) (ci-après dénommé “comité mixte”).
